Site work and renovation of a military facility in Keyport, Washington. Completed plans call for the renovation of a military facility; and for site work for a military facility.

Keyport has a requirement to replace both the coiling rollup door and security grille on the west side of building 15. The project will require the contractor to remove the existing coiling rollup door and security grille and install new coiling rollup door and security grille. Contractor is to disconnect electrical connection to existing door and reconnect when new door has been installed. Testing of door is required after installation. Not more than 90 calendar days after completion and acceptance of the project, contractor must return to examine, lubricate, test, and re-adjust doors as required for proper operation. The Contractor shall provide labor, materials, and equipment, as required, to accomplish the requirement. The Naval Sea Systems Command (NAVSEA), Naval Undersea Warfare Center Division Keyport, intends to issue a solicitation to replace both the Coiling Rollup door and Security grille on the West side of Building 15. The project will require the contractor to remove the existing coiling rollup door and security grille and install new coiling rollup door and security grille. The Contractor shall provide labor, materials, and equipment, as required, to accomplish the following work in accordance with the statements herein: Disconnect electrical connection and lockout circuit. The Electrical panel is located in an adjacent room. Remove existing rollup door and security grille. Install new insulated rollup door and security grille. Connect power to new doors and test. The Government anticipates awarding a single firm fixed price service type contract. The solicitation number for this requirement is N0025323Q0070. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Performance location will be Keyport, WA. The target award date is, Tuesday, November 7, 2023. The NAICS code is 238290, Other Building Equipment Contractors, with a Small Business Size Standard of $22 Million. The Product Service Code is Z2JB, Repair or Alteration of Testing and Measurement Buildings. This solicitation will be 100% set aside for small businesses. The solicitation will be issued in accordance with FAR Part 15, utilizing Low Price Technically Acceptable evaluation factors. The Government anticipates issuing the solicitation on or about Monday, July 10, 2023 with a 30-day response time. The contracting office is not maintaining a bidders list. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection. Offerors must have a current registration in the System for Award Management (SAM) database, https://sam.gov/. All responsible sources may submit a proposal, which the agency shall consider. Magnitude of the Requirement: Between $25,000.00 and $100,000.00 Contract Completion Date (CCD): All work shall be completed within 180 calendar days after award Offerors who determine that the technical and/or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive technical proposal shall submit all questions in writing on a Pre-Proposal Inquiry (PPI) Form, Attachment 3. Inquiries shall be submitted via e-mail to thomas.l.trepanier.civ@us.navy.mil. Submit only one inquiry per Form. Pre-proposals inquiries will be accepted up to ten (10) days prior to the due date of the proposals. A response will be provided via amendment to the solicitation. *The value for this project is based on a financial range.
