Selected Upgrades Have Been Completed Since the 1990s With the Headworks and Primary Clarifier Project Completed in 2021. Much of the Facility Has Exceeded Its Useful Lifespan and Needs Replacement. The City Received an Updated Npdes Permit Allowing for an Increase in Design Flow Rate From 1.2 Million Gallons Per Day to 1.77 Million Gallons Per Day. This Increase in Flow Was to Accommodate a Request From Lonza Biologics for Potential Expansion of Their Manufacturing Capacity. In February 2023, the City Was Notified That the Request for an Increase in Flow Was No Longer Required Due to Water Conservation Upgrades and Manufacturing Process Changes Completed by Lonza Biologics. Since No Additional Flow is Required to Accommodate Lonza's Expansion Needs, the City is Changing Its Project Scope to Only Include Critical Refurbishment of Existing Equipment. Initial Engineering Design for the Necessary Upgrades is Underway. Funding Under the Bond Category Represents the Costs to Design and Construct Replacement of Aged Equipment at the Existing Facility. Costs Are Preliminary and Will Be Refined as the Design Moves Forward. The City is Working to Fund This Project Using Revolving Loan Funds (Srf) to Take Advantage of Principal Forgiveness, Lower Interest Rates and Favorable Construction Financing Project is included Portsmouth School Department Fiscal Year 2025-2030 Page No 169 ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- The Pease Treatment Facility Was Original Constructed in the 1950's and Was Upgraded in the 1990's. Planning for This Upgrade Has Begun but Full Design and Construction Will Not Take Place Until the Details of an Updated Permit Are Provided by the Epa. The Costs and Timing of This Work is Dependent Upon the Issuance of That Permit and Future Policy Decisions Regarding Cost Apportionment. Cost Provided in the Previous Fy22 Element Sheet Was a Placeholder and Have Been Updated Based on Similar Projects of This Size, Scope and Recent Cost Increases. Funding Under the Bond Category Represent The Costs to Design and Construct Replacement for Aged Equipment and Other Upgrades for the Existing Facility. Funding Under the Ppp Category Represent Costs for an Increase in Capacity. Costs Are Conceptual and Will Be Refined as Studies and Design Moves Forward. Updated Information Will Be Presented to City Council Before Any Decisions Are Made. FY-2023-2028 *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
