Renovation of a laboratory facility in Washington, District of Columbia. Completed plans call for the renovation of a laboratory facility.
N00173-24-P-2017 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; s are being requested and a written solicitation will not be issued. Solicitation number N00173-24-Q-JD01 is issued as a request for quotation (RFQ), under FAR subpart 13.5. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2023-04, DPN 20230609 and NMCARS 18-22. The Contractor shall furnish all parts, labor, transportation, materials and supplies required to remove four existing Liebert CDUs and all associated piping located under a raised floor. The Contractor shall be responsible for providing and installing two new Coolant Distribution Units and all related piping to 8 existing APC in-row cooling units and 16 future APC in-row cooling units. The Contractor must ensure that the new CDUs meet all necessary specifications, including compatibility with the current primary chilled water system, the existing IRC units, and any other relevant equipment. All components must be installed in accordance with industry standards and manufacturer specifications to ensure optimal and proper functioning of the new CDUs. 3. Requirements The Contractor shall remove 4 existing Liebert CDUs and all associated secondary piping under a 16.5- inch raised floor to include the removal of all electrical power feeds, mechanical connections, external pumps and controls, and dispose of all fluid from each of the existing units and associated piping. The Contractor shall place the 4 existing CDUs in the NRL A49 warehouse to be repurposed for future use. The Contractor shall provide and install two new CDUs with a minimum rating of 1350 kilowatts each. The CDUs must be installed on top of a raised floor inside NRL's computer room and be compatible with both a 4-inch primary top connection and secondary bottom connection. Additionally, the CDUs must be equipped with network interface cards that enable real-time and historic remote monitoring, an automatic and manual backflush filter system to maintain optimal coolant quality, and configured in an N+1 up to ensure redundancy. The Contractor shall provide and install all necessary equipment, including piping, valves, fittings, pumps, and related components, to deploy a new secondary piping system under the raised floor (16.5- inches). This secondary piping system shall include an insulated 4-inch copper manifold with a main supply and return header, 3 branch mains, and a total of 48 taps to supply coolant from both CDUs to 8 existing and 16 future APC in-row cooling units with a combined maximum flow rate of 324 gallons per minute. The Contractor is required to install the necessary components to ensure that the secondary piping system can be extended into two adjacent rooms to support the installation of future APC in-row cooling units. Additionally, the Contractor shall connect the primary top connection of each CDU to an existing 4-inch chilled water supply and return isolation valve located directly above the of the new CDUs. Furthermore, the Contractor shall provide and install a new insulated condensate drain line system routed to the nearest drain. The Contractor shall provide and install new isolation valves, circuit ters, fittings, and all necessary parts to provision 48 supply and return taps on the new secondary piping system. These components must be compatible with Parker hydraulic quick couplings to support the new piping connections of the 24 in-row cooling units. Additionally, all new isolation valves, circuit ters, fittings, and related components must match the configuration, size, and manufacturer specifications of the existing components on the current secondary piping system. NRL will provide and complete all piping connections from both the existing and future in-row cooling units to the new secondary piping system. The Contractor is required to supply and install a glycol mix to fill the secondary piping system, that must provide coolant to both existing and future in-row cooling units. Additionally, the Contractor is responsible for ensuring that the glycol mix is properly prepared and installed in accordance with design parameters and manufacturer specifications, including conducting all necessary testing and adjustments to ensure the mixture complies with the manufacturer's requirements. The Contractor is responsible for providing and installing new primary side bypass strainers. These strainers must be compatible with the current 4-inch primary top connection to the new CDUs. Additionally, the Contractor is responsible for ensuring that the bypass strainers meet all necessary specifications and are properly installed, tested, and adjusted to ensure optimal . The Contractor shall provide and install all necessary electrical components, including electrical feeds, breakers, wiring, and associated materials, to connect each of the new CDUs to existing 480V generatorsupported power distribution panels. The electrical connections must be installed in accordance with industry standards and manufacturer specifications. Additionally, the Contractor must conduct all required tests and inspections to verify that the electrical connections are functioning properly and that the units are operating within the required parameters.
