The purpose of this bid is to secure a contractor to provide the Town with tree, vegetation, and debris clearing at the Wallace Pond Dam located on Quinnipiac Street east of River Road. Currently, there are trees and vegetation growing within 25-feet of the dam, which pose a threat to the integrity of the dam. It is the Town's intent to engage a qualified and competent contractor possessing the necessary and appropriate manpower, equipment and experience to perform this work. The trees and vegetation are to be removed within the clearing limits shown on the plans and as flagged onsite. Stumps and primary root systems are to be removed or treated with approved herbicide, all debris removed from the site, and the area restored to the satisfaction of the Town. This work also includes removal of debris (downed trees & branches) from the channel. Question Deadline 07/27/2023 at 5:00 PM ET. Questions concerning the work requirements of this bid should be submitted through Electronically. Verbal inquiries and any subsequent verbal responses will not be binding to the Town of Wallingford. Answers to questions will be posted Electronically or via an addendum emailed to all registered bidders who have obtained the bid online The work under this Contract (Work Authorization) is to be completed within sixty (60) calendar days from the issuance of a Work Authorization/ Notice to Proceed, unless otherwise amended in writing by the Town Engineer or her designee. The Contractor must work diligently and continuously to complete the work within the time allotted All work by the contractor shall be done under strict adherence with the United States Department of Labor, Occupational Safety and Health Administration Manual (29CFR 1910 or 1926), most current edition. All work will be done to the satisfaction of the Town. Any damage to any property resulting from work being performed under this contract will be repaired or replaced by the contractor at no additional expense to the Town of Wallingford. The Town Engineer or her designee will make this determination. Any and all permits which may be needed to accomplish the provisions of this contract are the responsibility of the contractor. The Contractor will employ only experienced, competent and skilled workers to perform this work. The Contractor will have a designated supervisor on site at all times. Whenever the Town designee notifies the Contractor that any worker on the work site, in their opinion, is unsuitable, such worker will be removed from the job site and not again be employed on work for the Town of Wallingford. AMOUNT OF BID SURETY 5% See General Terms & Conditions. A Certified Check, Cashier's Check or Bid Bond in the amount stated on the contract proposal, made payable to the "Treasurer, Town of Wallingford", must be submitted with each bid, as a guarantee that in case the contract is awarded, the bidder will execute such contract and furnish satisfactory Performance and Labor and Material Bond if required. Unsuccessful bidders shall be entitled to return of surety where the Agent has required bid deposits. A successful bidder shall forfeit any surety required by the Agent upon failure on his part to enter into a contract within ten (10) days after being notified of the award. PERFORMANCE BOND 100% See General Terms & Conditions. To insure the faithful execution of the contract, according to its provisions, the bidder awarded the contract will be required to provide at his own expense, to the Town of Wallingford, a Performance Bond for the full amount of the contract and also furnish a Labor and Material Bond. The bond must be written by a company licensed to write business in the State of Connecticut and shall be furnished prior to the issuance of a Contract or a Purchase Order. Submitted in duplicate unless otherwise indicated in the specifications. Submitted using the blank proposal forms furnished. Made out and signed in the corporate, or other, name of bidder and signed by an authorized person to fully and properly execute the bid. Proposals received later than the time and date specified for the bid opening will not be considered. Amendments to or withdrawal of proposals received later than the time and date set for the opening will not be considered. In order to be considered, exceptions to the bid must be made on the exceptions page or a clearly marked attachment. Electronic changes to any of the bid pages including the specifications and general terms & conditions is not allowed and may result in the rejection of the bid. Bidders or their representatives may be present at the bid opening. Bids are opened at the Wallingford Town Hall in room 205 immediately after the date and time stated in the bid. The Town of Wallingford may require further information and references on any individual or company placing a bid prior to the awarding of a bid. The Purchasing Agent reserves the right to amend and/or cancel the bid invitation prior to the time and date of the bid opening. The Purchasing Agent reserves the right to correct an award erroneously made as a result of a clerical error on the part of the Town of Wallingford. A contract shall not be awarded to any corporation, firm or individual who has an unpaid and overdue debt to the Town by nonpayment of taxes, by debt or contract, or who is in default as surety or otherwise by any obligation to the Town.
