Provide excavation and associated earthwork, utility installation, and liner construction of Cell A - Abutment Liner at the Landfill of North Iowa, 15942 Killdeer Ave, Clear Lake, Iowa. Work on the project must be commenced within ten (10) calendar days after the Notice to Proceed has been issued and shall be substantially completed by October 15, 2023 and fully complete by November 1, 2023 Each proposal shall be accompanied by a Bid Bond or certified check equivalent to 5% of the amount of bid, payable to the order of the Landfill of North Iowa, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governing body, for the faithful performance of the contract. This sum shall be forfeited in case the bidder fails to enter into the contract within fifteen days after the contract has been awarded. No Bidder may withdraw his Bid after the time for opening bids has passed. The Owner reserves the right to reject any or all Bids, waive or not waive any informalities in the Bids received and to accept any proposal which is deemed most favorable to the interests of the Owner. Bids received after the posted time will not be opened. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
