Renovation of an educational facility in Oakland, California. Design plans call for the renovation of a educational facility.

Per the owner, as of May 17, 2024, this project is still in the site assessment and feasibility study phase. The owner states that a design team has been selected and construction is tentatively scheduled to begin in mid-2026. Closed solicitation has been included below for reference. ............. The Governing Board (the Board) of the Oakland Unified School District (the District) is seeking statements of qualifications and proposals from qualified providers of architect services for the design and contract administration of the Garfield Elementary School Modernization project within the District. Written Requests for Interpretation Due: July 20, 2023 District Responses in Addendum(s): July 26, 2023 Interviews (tentative): August 7 - 11, 2023 Selection by Governing Board: September 27, 2023 Tentative Notice to Proceed: September 28, 2023 If an architect has any questions (including questions about the form of agreement), it must submit in writing per the schedule on page one of the RFQP to allow the District review and to decide whether to issue an addendum to the RFQP. Written questions sent via email shall be directed to: Kenya Chatman at kenya.chatman@ousd.org and Colland Jang at colland.jang@ousd.org The statement of qualifications should be clear, concise, complete, well organized, and demonstrate respondents ability to follow instructions. The Local Business Utilization Policy requires that there is a mandatory fifty percent (50%) LBU participation with a 25% or less Local Business (LBE) participation and a 25% or more Small Local or Small Local Resident Business (SLBE/SLRBE) participation for all capital program/construction related contracts and professional services agreements Perform a site assessment to understand general building conditions and systems conditions (accessibility, structural, roofing, elevators, fire-life safety (which includes fire alarm and fire sprinkler systems), intrusion systems, plumbing, HVAC, electrical, data and communication systems, intercom/paging/clock/signal control systems, etc.) which may require renovations or upgrades in order to continue providing adequate learning environments. The required work scope shall be to re-assess the findings in the 2019 Facilities Condition Assessment (FCA) Report and to produce independent assessments of the building systems. 1. Meet on-site with and advise the Facilities Planning & Management and Buildings & Ground Departments to determine required systems and building renovations that are beyond typical maintenance. 2. Facility adequacy shall be based on the Districts existing Education Specifications. Conduct a series of meetings with site staff and Facilities Planning & Management Department leadership to understand programmatic needs to support current education/curriculum requirements. 3. Participate in a series of meetings with the site and district leadership which will result in the prioritization of improvements that meet the project budget established by Bond Measure Y. 4. Final Work Product of the Project Assessment/Conceptual Design and Schematic Design Phases: Preparation of recommended Scope of Work including a priority list of alternate scope items with a detailed project budget estimate. Schematic Design level drawings sufficient to understand all modifications and upgrades shall be included. See Exhibit A Section 5.3 of the Agreement for Architectural Services for full description of phases 5. Participation in this Feasibility Phase would not preclude the Consultant(s) from contracting with the District on subsequent project phases. List the percentage of your firms basic services on the Project that will be performed by DVBE (if DVBE is required by Education Code 17076.11); and if that percentage is less than 3%, submit a verified description of your good faith efforts to include DVBE in your team. Use the Districts forms (see Attachment B) ternate scope items with a detailed project budget estimate. Schematic Design level drawings sufficient to understand all modifications and upgrades shall be included. See Exhibit A Section 5.3 of the Agreement for Architectural Services for full description of phases. Questions regarding the Request for Qualifications and Proposals shall be directed to: Kenya Chatman at kenya.chatman@ousd.org and Colland Jang at colland.jang@ousd.org. Deadline for questions is not later than 4:00 p.m. (Pacific Time) on July 20, 2023. The District may at its sole discretion elect to contract for further phases of this Project with successful Consultant. Interview Date (tentative): August 7 - 11, 2023 As currently scheduled, the Governing Board of the District will award the contract for an architect for the Project at its regular Board meeting on September 27, 2023. The meeting will be held at 4:00 PM (Pacific Time) in the Great Room at the LaEscuelita Education Center, 1050 Second Avenue, Oakland, CA. However, the District may choose to select the architect at another meeting. The method of Contractor Selection has not been Determined at this time.
