Description of the Work: This project will replace and upgrade the 300 PSIG Heat Exchanger, (P/A# 65923X22513) Building 137 within MCAS Cherry Point, NC. This system provides critical support to test assets used in testing aircraft valves, regulators, air turbine starters, cooling turbines, and air cycle machines. The current Heat Exchanger is approximately 18 years old, 3 years beyond expected useful life and existing piping and conduit to include valves, regulators, and other supporting infrastructure are in poor condition and requires complete system replacement. Complete system replacement will reduce safety concerns with high pressure high temperature gas delivery to critical test assets supporting all FRCE aircraft. Estimated Budget Amount for Design and Construction: Approximately $13,463,186.00 (CLIN 0001) Time for Completion: Contract completion date is 550 calendar days. Wage Determination: Department of Labor (DoL) General Decision Number: NC20230065 01/06/2023 applies to this work. Should this wage determination be modified by DoL prior to award, the most current wage determination will be incorporated at the time of award. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,448.00 for each calendar day of delay until the work is completed or accepted.
