SERVICE CATEGORIES Types of professional services required on projects receiving federal funds are listed below: National Environmental Policy Act (NEPA) Consultant Provide professional services regarding the preparation of the following NEPA related documents, studies, and reports for federally funded projects. At a minimum, the documents will include an Environmental Assessment (EA) and Findings of NO Significant Impact (FONSI) and a draft Record of Decision for one project. If required, services may include drafting an Environmental Impact Statement, including any response to public comments. Additional work will include compliance with the National Historic Preservation Act. Federal Compliance Specialist Serve as an expert resource to TMWA staff for questions related to federal compliance requirements of American Iron and Steel (AIS) and the new Build America, Buy America (BABA) Acts and perform administrative tasks including waiver tracking and review, recordkeeping, and maintenance and organization of appropriate records on federally funded projects. Materials and Compaction Testing Provide professional materials and compaction testing services, including but not limited to: field sampling and compaction testing using standardized laboratory tests on common construction materials in accordance with regional and national standards and procedures. Owners Representative Construction Management, including Field and Special Inspection Services Provide professional construction management and inspection services, including but not limited to: project documentation, document control, preparation of pay requests and change orders, schedule tracking and review; and provide construction inspection services to ensure compliance with project plans and specifications. Proposals received after the date and time set for receipt will be REJECTED. Facsimile and Hard Copy Proposals will NOT be accepted. TMWA reserves the right to reject any or all proposals or to accept the Proposal which is deemed by TMWA to be in the best interest of TMWA. TMWA also reserves the right to waive technical errors and/or informalities in the proposal process 1. The selection process will be conducted in accordance with all of the requirements stipulated in Nevada Revised Statutes Chapters 332 and applicable Federal Conditions. A Committee will evaluate the proposals submitted. 2. TMWA reserves the right to negotiate additional services with the selected company as it may deem necessary to fulfill the Project's needs and intent. 3. Debarment, Suspension and Other Responsibility Matters. As required by Executive Order 12549, Debarment & Suspension, and implemented at 34 CFR Part 85, Proposer must certify that it and its principals are not presently debarred, suspended, proposed for debarment, declared ineligible or voluntarily excluded from transactions with any federal department or agency. Submission of a signed proposal in response to this solicitation is certification that Proposer (or any Contractor/Subcontractor) is not currently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any state or federal department or agency. Submission is also agreement that TMWA will be notified of any change in this status. 4. Participation of Disadvantaged Business Enterprise (DBE) Minority Business Enterprise (MBE) and Women Owned Business Enterprise (WBE) MBE/WBE will be required for any Federally funded project. TMWA and the selected firm(s) must follow and document good faith efforts to meet the DBE Participation. In addition, selected firm(s) and all subcontractors will be required to comply with all applicable federal laws and requirements. All questions must be submitted in writing via the NGEM website. Emails to the contract administrator or anyone else will not be accepted. All answers will be issued and posted to the NGEM website.
