Sealed Request for Proposals for Solid Waste and Recycling Services, Seabrook Project No. 2023-21 It is the intent of the proposal to determine the best possible cost without regard to any potential franchise fee or billing fees. All franchise fee and/or billing fee will be determined by the city and added to the base bid provided by Contractor. Only the services listed in this Request for Proposal and included addenda will be considered for the award of basic solid waste disposal services and recycling. However, the City welcomes respondents to include a list of alternate services and fees above the minimum requirements listed in the Request for Proposal. No pre bid meeting August 14 to 18, 2023 Finalist interviews (Tentative) September 19, 2023 Award of contract by City Council (Tentative) January 1, 2024 Commencement of services Any explanation, clarification, or interpretation desired by a proposer regarding any part of this RFP must be requested from Purchasing Office, gpierce@seabrooktx.gov, before 5:00 PM, CST on August 3, 2023. No further inquiries will be accepted after 5:00 PM, CST on August 3, 2023 The contract awarded in response to this RFP will commence on January 1, 2024. The City is considering an initial term of five (5) years or seven (7) years. After the initial term, the City may renew the contract for three (3) additional renewal terms of one (1) year each. The successful proposer may prohibit City from exercising an optional renewal term by providing written notice to the Purchasing Department of its election to reject a renewal term on or before eleven (11) months preceding the scheduled date of expiration of the initial term or the then current optional renewal term of the contract. If the successful proposer does not provide such written notice to the Contract Administrator on or before eleven (11) months preceding the scheduled date of expiration of the initial term or the then current optional renewal term of the contract prohibiting City from exercising the optional renewal term, the City may upon written notice to the successful proposer not later than ninety (90) calendar days preceding the scheduled date of expiration of the initial term or the then current optional renewal term of the contract exercise such optional renewal term by such notice. This provision in no way limits the Citys right to terminate the contract at any time during the initial term or any optional renewal term thereof pursuant to the provisions in the contract Until final award of the Contract, City of Seabrook reserves the right to reject any or all Bids, to waive irregularities or technicalities, to re-advertise, or to proceed to do the Work otherwise when in the best interest of the City of Seabrook. Until the final award by the City of Seabrook, the City reserves the right to reject any and/or all proposals, to waive any informalities or technicalities and to proceed otherwise when the best interests of the City will be realized. Costs incurred in the preparation of a proposal are the sole responsibility of the proposers.
