The Regents of the University of California ("University") are soliciting statements of qualifications from developers interested in ground leasing up-to approximately 40,000 SF (the "Site"), located on land owned by the University and designing, financing, building, owning, and operating a new laboratory building (the "Project") on that Site. The Project will consist of one building of a yet-to-be-determined size. The Project will be structured as a long-term unsubordinated fair-market ground lease to a private developer (the "Developer"), with an operating lease by the University of approximately 70,000 gross square feet. The University will make an in-kind contribution to the Project by providing the opportunity to develop the Project on University land adjacent to the Berkeley campus and by the use of the Berkeley name and reputation, which will enhance the leasing opportunity on the Site. The University will also make an in-kind contribution to the Project by providing entitlement authority that will allow the Project to conduct operations and be built at a height that would not otherwise be available to a private developer. The space leased by the University will be occupied by the Innovative Genomics Institute (IGI). The IGI began in 2014, founded by UC Berkeley Professor Jennifer Doudna, the 2020 recipient of the Nobel Prize in Chemistry, to realize the full potential of her seminal work in genomics and gene editing. On the heels of the 2020 Nobel Prize, the IGI is strategically positioned to not only continue groundbreaking new discoveries in gene editing technology but also create integrated, multidisciplinary teams that translate laboratory innovations into real world solutions that promote health equity and a sustainable future. The University expects that the proximity of the Berkeley campus, and cohabitation with IGI, and its affiliation with Dr. Doudna, will provide substantial benefits to the Project which will command a premium in the marketplace. The Site is located on the south side of University Avenue, between Oxford Street and 2120 University Avenue (a We Work building), ideally situated across the street from Berkeley's west crescent entrance with substantial green space and within one block of the revitalized center of downtown Berkeley - close walking distance to the downtown Berkeley BART station, restaurants, housing, retail, and other amenities and public transit. The Site is situated near campus buildings that house academic disciplines that do basic research in complementary fields of study to IGI. It is on the same block as additional land owned by the University and near cultural centers such as the Freight and Salvage, the Berkeley Art Museum, and Pacific Film Archive. The University owns approximately two-acres of contiguous land bounded by University Avenue, Oxford Street, and Addison Street. A master plan for this new innovation zone (the "Berkeley Innovation Zone"), including the Site, is currently being studied to ensure optimal use of the parcel and to explore opportunities for shared facilities. The Berkeley Innovation Zone master plan is expected to be completed by December 2023. Using this master plan, the University will process entitlements, including CEQA, through the UC Regents. The intent is for the selected Developer to have a fully-entitled Site for the Project, situated within the larger BIZ master plan. The University retains the right to not proceed with the Project as well as proceed to negotiate with another Developer should the negotiations with the selected Developer not proceed to a mutually acceptable ground lease or if the selected Developer fails to secure Project financing, or if the Developer fails to advance the Project toward the achievement of the University's goals.
