The Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified design-builders (Respondents) to provide design, preconstruction, and design-build construction services for the above-named Project. The Trustees will select a design-build team consisting of a general contractor and architect (Design-Builder) using a two-step process: (1) this Request for Qualifications (RFQ) from which Respondents may submit SOQ to the Trustees, and (2) the Request for Proposals (RFP) which the Trustees will issue to the shortlisted firms. A technical review committee shall review the respondents' SOQ and, based on the criteria identified in the RFQ, the committee shall select no more than five finalists to receive the Request for Proposals. Selection of the winning Proposer will be based on qualifications and proposed fees (a design competition is not utilized). Collaborative Design-Build is a two-phased delivery process: Design Phase and Design-Build Phase, and the Trustees will issue a separate contract for each phase. The Project consists of: 1. The Total Budget for Phase 1 & Phase 2 is approximately $1,400,000 but is subject to revision during the RFP process based on proposer feedback. 2. There is not a critical schedule for the project, but priority during the selection process will be given to teams that can complete the project the soonest with the least amount of disturbance to building operations and the occupants. Our goal is to have the project completed no later than December 2024. 3. Base Scope - The Plant Renewal project is intended to renew, repair, and replace various components of the existing mechanical system. The project will generally include the following main components: a) Removal of the existing supply fan and return fans b) Installation of new supply and return fan walls, backdraft dampers, VFDs, and controls. c) Incorporation of the new controls SOOs into the existing BMS. d) Test and balancing. e) Commissioning. 4. Add Alternates - The following items will be included based on budget feedback from the design-build team during the RFP process and/or during phase 1. a) Replacement of the primary plant controller. b) Reprogramming and recommissioning of the existing plant controls SOOs (CHW, CW, HW, and AHU) to current code. (note that all the building VAVs and associated controls were recently replaced). c) Repair or replacement of the compressor on the primary chiller. d) Repair major existing ductwork damage. 5. The Design-Build Team is expected to self-perform at least the primary mechanical scope, but the controls, electrical, and other work may be self-performed if the work falls within the licensing and expertise of the design-build team. Preference will be given to teams the propose the largest amount of self-perform work. 6. The Design-Build Team shall be responsible to subcontract with design professionals as required to submit a complete package for permitting. 7. This is not multi-prime, so the University will not be hiring any other contractors directly. The Design-Build Team shall be willing and able to either self-perform or subcontract for all portions of the work. 8. Since the system is in an active occupied building, the desire is to schedule the work to limit disruption to the occupants, such as performing the work over a few weekends in phases and/or over winter holiday break. We will solicit feedback from the proposers during the RFP process and provide preference to teams that have creative solutions to limiting the impact on facilities operations. 9.
