DuPont Highway, Suite 1 (Third Floor), Dover, DE 19901. The outer envelope should clearly indicate: "OMB/DFM CONTRACT NO. MC1002000698 - TOWNSEND BUILDING - COOLING TOWER REPLACEMENT - SEALED BID - DO NOT OPEN."
