Site work and new construction of a municipal facility in Gainesville, Florida. Working plans call for the construction of a municipal facility; and for site work for a municipal facility.

The owner has selected a Design Builder. Scope of Services/Work The services requested by the County under this solicitation are for Parking Structure for the New Alachua County Court Complex. 6.1. Project Executive Purpose and Summary The Alachua County Facilities Management is requesting proposals from experienced design-build firm teams for the design and construction of the Parking Structure Project located in the City of Gainesville, Florida. The proposed improvements are at the proposed Judicial Justice center site, South of the Criminal courthouse, located at 220 South Main Street, Gainesville, Florida. The Design-build firm shall be responsible for technical expertise, professional services and all related activities for complete management of the project. This will require coordination with private utility companies, residents, permitting agencies, public utilities, and quality assurance for all work products and output. Construction progress must include schedules showing critical completion dates and organized execution of the work and methodology. 6.2. Scope of Services, General The services requested, herein, are for the design-build firm of a Parking Structure on the Alachua County Judicial Justice Center (Complex) site. This project includes not only the design and construction of the Parking Structure/ Ancillary Appurtenances. but also includes bringing the necessary utilities onto the site and connections needed to operate and maintain these facilities and fire protection. Also included are clearing & grubbing, site grading, construction of storm water management facilities, driveways and parking lots, security fencing and gates and landscaping. The work is to progress while minimizing disruptions to existing Judicial Center operations. Systems and equipment testing, development of maintenance plans, associated owner training, building commissioning, permit certifications, as-built documentation and certifications and a warranty manual are requisites of project completion. It is anticipated that the parking garage will have approximately Seven Hundred (700) spaces on approximately Five (5) floors and will include public restroom facilities. A portion of the Ground floor level will be dedicated to "Activity space" that meets City of Gainesville code requirements. The proposed design must also include an art walk on the Street side of the facility. Schedule and attend a project meeting with the local utility provider (Gainesville Regional Utilities) to determine utility requirements and any potential off-site improvements. Schedule and attend a First-Step Meeting with the City of Gainesville to discuss the project and review technical details as they relate to the project. Schedule and attend a pre-design site visit prior to the start of design. Schedule and facilitate the required neighborhood meeting for the project, which will include all aspects of scheduling, advertising, mailing and representation at the meeting, including a public participation report to be submitted with the site plan. Coordinate with other related project consultants (environmental, geotechnical engineer, traffic engineer, landscape architect, lighting engineer and architect, as needed) in order.to complete the Development Plan submittal. Represent the client at meetings with regulatory agencies (as needed) and address all review comments. Represent the client at any required approval hearings, including the City of Gainesville Development Review Board. Description of project: Contract for services specified herein, from qualified entity that will provide prompt and efficient design build Services, for the design and construction of the Alachua County's Judicial Center Parking Structure. The County intends to proceed with this project with a design build construction firm and will work with the design build firm, to achieve the requirements and objectives of this project. The Total Budget for the Design/Build project is Ten Million Seven Hundred Thousand ($10,700,000) dollars. The Design/Build Firm will need to demonstrate in their Proposal their willingness and ability to negotiate a price that is less than the budget and meets the design criteria set forth in this Request for Proposal. Design/Development Phase In its final form, the Design Report (30% and 60% drawing) should contain a preliminary GMP cost estimate. Final Design Development Phase In its final form, the Final Design Phase (90% drawing) should contain a detailed cost estimate of the total project. 6.3. Proposer Requirements The design-build firm selected will provide the following services, including, but not limited to: The firm shall provide all site evaluation and planning services to design and construction of the parking structure for the Alachua County Judicial Center. Provide engineering, cost estimating, exterior signage and graphics. These services will specifically include the preparation of 100% construction documents and technical specifications. Attend all scheduled meetings and conferences required by the County in the administration of the agreement, including concurrence with other agencies as deemed necessary by the County. Maintain written minutes in such a manner as to record the agreements and understandings resulting from meetings, conferences and discussions. Provide schedules indicating start/completion dates for the overall design project and for shorter term detailed information, as requested by the County. The design-build firm must interface with the County Project Manager as required during the construction phase of the project to establish a project team which includes the design-build firm, Constitutional Officer(s) and or designee(s), special interest groups, County staff and the County Project Manager. The design-build firm shall have experience with Owners making direct purchase of high dollar and long lead items. The design-build firm should understand the steps involved in satisfying commissioning requirements on staff or understand the steps involved with satisfying building site commissioning requirements. The design-build firm must understand the general rules of thumb for designing, specifying, and building green, meaning the firm must understand how to: Maximize durability. Maximize energy efficiency. Maximize future recyclables. Maximize maintainability. Maximize recycled content. Maximize use of local and regional materials. Minimize embodied energy. Promote the highest and best use of a material to avoid wasting its embodied energy. Minimize use of hazardous natural chemicals (asbestos, lead etc.) Minimize use of synthetic chemicals. The design-build firm shall be very knowledgeable of modern - day technology and can lead the County through various exercises reviewing compliance, Assist the County by furnishing the necessary design data for all necessary documents required by the City, County, State or Federal Grants, approvals or permits. The design-build firm must ensure that all plans including construction documents meets the 2012 Florida Accessibility Code and 2017 Florida Building Codes. The design-build firm shall review the Environmental Assessment of the site provided by the County to proper remediation measures are represented in the construction documents. The design-build firm shall attend and represent the County in all City Land Development Codes Review meetings. The design-build firm shall agree to provide the above services at an agreed price that is based on a fixed rate. 6.4. Schematic Design Phase Requirements The Design-build firm shall prepare a preliminary evaluation of the Counties schedule, budget for the cost of the work, Project site, and the proposed procurement or delivery method and other initial information, each in terms of the other, to ascertain the requirements of the project. The Design-build firm shall notify the County of (1) any inconsistencies discovered in the information, and (2) other information or consulting services that may be reasonably needed for the Project. The Design-build firm shall present its preliminary evaluation to the County and shall discuss with the county alternative approaches to design and construction of the Project. The Design-build firm shall reach an understanding with the County regarding the requirements of the Project. The Design-build firm will submit a preliminary project design, which will be consistent with the project criteria. The preliminary design will include plans, building type, size, location, and dimension. The design-build firm shall assist the County with commissioning including providing necessary documentation of design intent, performance verification, operation and maintenance, and training. The preliminary design will include written preliminary specifications and preliminary civil drawings. The Design-build firm shall insure that the design, material supplies, and project methods meet current industry codes and standards as well as any County specific standards. The Design-build firm will collaborate with County staff and develop an estimated total project cost including site development and improvements costs, any fees and other expenses. For example, soil investigation, site surveys, environmental surveys and possible solutions, permits. The design-build firm shall during the design phase, provide the County with an evaluation of all major materials, including green products, which will be used in the construction and operation of the building. As a minimum, the evaluation shall include energy-saving opportunities, a list of green products, possible use of recyclables, material and equipment life cycle, durability, water savings, maintenance, transportation impact if any, accessibility and availability of long-lead items, reuse/disposal of products and material that be locally purchased. Advise the County as to the necessity of all specialized services required for the project, and act as the County's engineering representative in connection therewith. Based on the County's approval of the preliminary design, the Design-build firm shall prepare Schematic Design Documents for the County's approval. The Schematic Design Documents shall consist of drawings and other documents including a site plan, if appropriate, may include some combination of study models, perspective sketches, or digital modeling. 6.5. Design Development Phase Based on the County's approval of the Schematic Design Documents, and on the County's authorization of any adjustments in the Project requirements and the budget for the cost of the work, the Design-build firm shall prepare Design Development Documents for the County's approval. The Design Development Documents shall illustrate and describe the development of the approved Schematic Design Documents and shall consist of drawings and other documents including plans, sections, elevations, and typical construction details. The Design Development Documents shall also include outline specifications that identify major materials and systems and establish in general their quality level. Design-build firm shall assist the County in creating an Owner's Direct Purchase list of materials and review and reconcile bid savings with the county project Manager. The Design-build firm shall update the estimate of the Cost of the Work into the Total Project Budget. 6.6. Construction Documents Phase After approval to proceed, the Design-build firm will prepare the detailed construction documents which will include plans and specification describing all systems, elements, details, components, materials, equipment and other information necessary for construction. The Design-build firm will submit an estimate of the construction cost based on preliminary design ensuring it meets LEEDS and/or Green building Certification standards. 6.7. Construction Bid Process The design-build firm shall also provide a list of alternates and substitutions in the design documents to allow the bid price to be adjusted to fall within the limits of the funds available to construct the project. Another use for alternates is to identify the cost of specific materials and systems in comparison to alternate products and systems. The design-build firm shall conduct a preconstruction conference within 20 days after the completion of Conformed Documents. The purpose of the conference is to establish a working understanding of the project and to discuss schedules and procedures for handling shop drawings and other submittals. The Design-build firm shall monitor the selection of all green products and ensure that direct purchases are done, if needed, in a timely manner. The design-build firm shall jointly review all contract documents with the County and County Project Manager. As a minimum, include general, supplementary and special conditions documents. 6.8. Construction Administration The Design-build firm must observe and provide weekly written reports to the County providing progress and confirm that the work conforms to the contract documents, compliance with the design concept of the work and the information given in shop drawings, diagrams, illustration, brochures, catalog data, schedules, samples, test inspection results, maintenance/operating instructions, schedules, guarantees, bonds and certificates of inspections as required in the construction contracts related to this project. The design-build firm shall ensure the project meets Green Globe/LEEDS standard while completing the project on time and within budget. The design-build firm shall coordinate with the County Project Manager and submit to the County a list of green materials (if applicable), supplies and equipment to be used on the project for approval. The design-build firm must work from an approved checklist throughout construction ensuring that only the specified green building materials and approved substitutions are incorporated into the building. The design-build firm may encourage the County Project Manager to allow more time for submittals for green building materials due to the possibility that submittal information may be more difficult to obtain. The design-build firm shall respond to any Request for Information/s (RFIs) and or Request for Clarification/s (RFCs) within 3 business days. All RFIs and RFCs will be communicated in writing between all parties will be copied on this communication. Any RFIs or RFCs that could result in a change order will require the involvement of the County within the 5-business day period. Additional guidance will be provided in the contract document. Ascertain that all documents relating to the closure of the project are submitted including but not limited to the release of liens, warranties, and as -built drawings. The Design-build firm will submit a preliminary project design which will be consistent with the project criteria. The preliminary design will include plans which depict the size, location, and dimensions of each structure. The preliminary design will include written preliminary specifications and preliminary civil drawings. The Design-build firm will advise the County as to the necessity of all specialized services required for the project, such as survey and subsurface investigation and act as the County's architectural and engineering representative in connection therewith. The Design-build firm shall provide all close out documents as a minimum including: Permits and inspections. Certificate of Substantial Completion Certificate of Sign off from civil engineers (if applicable) Final property survey Final lien waivers from each subcontractor and a general release of liens from contractors Warranties and operating and maintenance manuals (O&M) 6.9. Post Construction The Design-build firm shall assist the County with resolving any design issue as required by law. As a minimum, the Design-build firm will be expected to respond to any issues during the warranty period. 6.10. Construction Close-Out The Design-build firm shall manage the close out process by satisfying close out requirements by providing the County with the following: Permits and inspections. Certificate of Substantial completion. Certificate of sign off from civil engineers. This will include a final inspection report from the civil engineer. Final Property Survey Maintenance Bond (if applicable) Final Lien waivers from each subcontractor and a general release of lien from the general contractor. All Warranties including site contractor and associated subcontractors. Background Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles. Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. The Alachua County Attorney also reports to the Board.
