Renovation of a mixed-use development in Manteca, California. Conceptual plans call for the renovation of a fire / police facility.

The City of Manteca, located in San Joaquin County, is at the heart of Northern California's Central Valley. It is often called the Crossroads of California, just 76 miles east of San Francisco, 60 miles south of Sacramento, and 90 miles west of Yosemite National Park. As of 2022, the population is estimated at 87,792, having expanded by almost 8% since 2017. The City's size is 21.4 square miles, with housing developments growing expeditiously. The police department operates on a twentyfour-hour service model seven days a week. The Manteca Police Department (MPD) is currently staffed by 73 sworn and 39 non-sworn personnel. Fire Administration is presently staffed with three personnel. The police department has 73 vehicles, including six oversized specialty vehicles and two radar trailers. Fire administration has four vehicles. Parking for 40 staff vehicles would also need to be considered. The City of Manteca wants to explore options to co-locate all Public Safety services at one location. The Public Safety Building must house the Police Department and the Fire Administration staff. The Fire administration offices are desired to be colocated with the Police Administration. The study and assessment are to include security-related features and needs specific to provide effective and efficient Law Enforcement and Fire operations with adaptability for the future. The City of Manteca is seeking a Police Department Facility Renovation and/or Facility Replacement Analysis to assist and guide officials in determining the best course of action regarding either renovating the current police facilities or constructing a new facility which will also include administration staff of the Fire Department. Questions about the future growth of the police department, the location of the current or new facility site selection process (with the City Council), and financing options for either alternative need to be answered to determine the best and most efficient course of action for the Combined Safety Building. Once this data is compiled, elected officials can determine which course of action is best for the city and which is realistically feasible. Your requests for information, questions, and clarifications should be submitted by email to Karen Hernandez at khernandez@manteca.gov. The City of Manteca reserves the right to modify these requirements based on the nature of the risk, prior events, insurance coverage, or other special circumstances. Your requests for information, questions, and clarifications should be submitted byemail to Karen Hernandez at khernandez@manteca.gov.
