The Housing Authority of the City of Charleston (CHA) will receive Sealed Bids for Lawn and Grounds Care and Maintenance at Gadsden Green Homes and Gadsden Green Homes Extension, Charleston, SC. Questions: Any / all questions/ requests for interpretation following the pre-bid conference shall be submitted in writing to Priscilla M. Waring via email at pwaring@chacity.org, and be given consideration if received by 12:00 p.m. on August 9, 2023. Any / all such interpretations and any supplemental instructions will be in the form of a written Addenda to the Specifications that, if issued, will be released no later than August 10, 2023, by close of business. Acceptance of this contract will obligate the contractor and subcontractors to comply with all requirements in the project manual; local, state, and federal regulations for employment and business practices. The Contractors and Subcontractors must comply with the applicable current HUD Maintenance Wage Rate Determination; Davis Bacon Wage Rate Determination; and the Section 3 Provisions of the Housing and Urban Development Act of 1968. Minority and Women-Owned Businesses; Veteran Owned Businesses and Small Businesses are encouraged to respond. The contractor agrees that all requirements in the CHA project manual; CHA Procurement Policy and the CHA Contract will supersede all other documents in accordance with local, state, and federal regulations. The Housing Authority reserves the right in accordance with any state, local and federal regulations to reject any and all Bids, to wave irregularities, to re-advertise this project; and to retain Bid packages submitted and use any idea in a package regardless of whether the package is selected.
