The City of Cleveland, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to construction of the Cleveland Culvert Replacement projects. The project locations include culvert replacement projects on Inman Street Culvert (Fast Track), 12th Street NE, and Peerless Road NW. This project is a City of Cleveland project funded by ARP State and Local Fiscal Recovery Funds through a TDEC Grant. This effort will involve Environmental Permitting, Design and Right-of-Way services. Responsibilities of the professional consultant firm include, but are not limited to: Required Scope of Services o Prepare required documentation for environmental permitting. o Develop plans, specifications, contract documents, bid quantities and engineering cost estimates that meet or exceed all TDEC Grant requirements. o Prepare all Right-Of-Way exhibits, legal descriptions, and legal instruments where and if necessary, and obtain ROW and/or easements as needed. o Coordinate with utilities regarding encountered utility conflicts. o Prepare all required bid documents. Estimated Schedule for Performance of Work Inman Street Culvert (Fast Track) o Estimated Design Phase: 8/14/2023 - 9/22/2023 o Estimated advertisement of construction project: 9/27/2024 o Estimated Construction: 11/13/2023 - 3/15/2024 12th Street and Peerless Road Culverts o Design Phase: 8/14/2023 - 2/9/2024 o ROW phase: 12/4/2023 - 3/15/2024 o Environmental Permittng Phase: 2/16/2024 - 3/22/2024 o Estimated advertisement of construction project: 4/4/2024 o Estimated Construction: 5/28/24 - 10/4/24 Firms may request consideration by submittng their statement of qualifications to Kristi Powers at kpowers@clevelandtn.gov. All statements of qualifications must be received by The City of Cleveland on or before August 2, 2023, at 3:00 p.m., EST. The SOQ shall indicate the scope of services to be completed by any sub-consultants. The method of payment will be lump sum. The awarded firm will be required to have an active registration with no exclusions with System for Award Management (SAM.gov).
