The Philadelphia Housing Authority (PHA) has identified a need to solicit proposals from qualified painting contractors to provide interior painting services for PHA Scattered Sites. PHA reserves the right to procure supplies or services on behalf of its affiliated entities and subsidiaries including several limited partnerships ("Related Entities"). In such case, PHA will generally advise the Contractor that the contract or task/delivery order is being issued on behalf of a Related Entity and provide any special instructions. However, failure of PHA to do so does not negate the Contractor's obligation to provide the supply or service ordered. All Estimates/Pricing to be broken down based on bedroom sizes. Pricing to include a total base cost for all paint and labor within the following locations. (1) Living room, (1) kitchen (1) dining room (1) hallway (1) bathroom (1) Stairwell (# of) Bedroom(s). Additional hallway(s)/Common Area(s), Stairwells and bathroom(s) to be included as add/alternates. Question Deadline 08/11/2023 at 05:00 PM ET. Deadline to submit Questions Service Requirements 1. Contractor shall provide all materials including but not limited to joint compound, paper tape, metal corners, caulk, silicone, paint, primer, sealer, brushes, rollers, trowels, drop cloths, ladders (step and extension), spray equipment, labor, supervision and transportation. 2. Painting services will be requested on a task order basis and shall include the preparation and painting of interior of occupied PHA units. Preparation will include moving furniture and other items in the way of targeted areas. The return of furniture and other items when upon painting being completed. Working in occupied units with minimal disturbance. Patching, repairing and finishing holes in targeted areas of less than 1 square foot of area. Painting walls, ceiling and trim work with the specified PHA selected color. 3. Interior Drywall Finishing Services a. Apply proper repairs and sealing compound between boards or panels or over cracks, holes, nail heads, or screw heads, and press paper tape over joints to seal. Enough coats to blend joints with wall surfaces and be smooth. b. Sand or patch nicks or cracks on walls c. Countersink nails or screws below surfaces of walls before applying sealing compounds. d. Apply texturizing compounds or primers to walls or ceilings before final finishing. 4. Interior Paint Services a. Prime where needed (due to dark colors, water damage, smoke damage), all walls, doors, wood trim and repair damage, which includes scraping, spackling and sanding walls/ceilings, with: 1 Coat Pro Mar 200 Zero VOC Primer (6502-59195) or PHA Approved Equal b. Paint finish coat on all walls and ceilings with: 1 Coat Pro Mar 200 Zero VOC Eggshell (6501-75441) Color: Bartram Cream or PHA Approved Equal c. Paint finish coat on all wood trim and doors with: 1 Coat Pro Mar 200 Zero VOC Semi-Gloss (6501-87214) Color: dover white or PHA Approved Equal 5. The Contractor is to perform all work in accordance with the above mentioned manufacturers specifications. 6. The contractor shall provide the paint in support of painting services. 7. The contractor is to supply all drop cloths, brushes, rollers, furniture protection and all equipment necessary to complete work in accordance with the manufacturer's specifications. 8. The floors within each unit are to be protected from drips and over spray. 9. The contractor is responsible for all area preparation, surface preparation, and cleanup and returning of furniture to original locations. 10. All work is to be inspected and approved by the designated PHA Representative upon completion for quality approval and verification of quantity of work performed. 11. The contractor is required to provide and adhere to a schedule that is approved by the designated PHA Representative. Description of Unit Work Locations 1. All Estimates/Pricing to be broken down based on bedroom sizes. Pricing to include a total base cost for all paint and labor within the following locations. (1) Living room, (1) kitchen (1) dining room (1) hallway (1) bathroom (1) Stairwell (# of) Bedroom(s). Additional hallway(s)/Common Area(s), Stairwells and bathroom(s) to be included as add/alternates. Description of Units o 0 Bedroom Unit o 1 Bedroom Unit o 2 Bedroom Unit o 3 Bedroom Unit o 4 Bedroom Unit o 5 Bedroom Unit o 6 Bedroom Unit o Additional Hallway/Common Area o Additional Stairwell o Additional Bathroom o Addition Stair Case (If treads and risers require painting) Request for Service: All requests for service will be initiated by an Authorized PHA Representative via work order which will identify the site(s) to be painted. The Contractor will shall respond to the request for service within two (2) business days and a mutually agreed upon time and place, to perform an inspection of the site. Project Cost Estimate a. Following the site inspection a written cost estimate shall be delivered to the department within (2) business days. All cost estimates shall include the following information: 1. Name of the site and the address 2. Description of service 3. Unit price based on bedroom size (description found under C.) 4. Completion date for all work. b. All requests for service will be estimated by the Contractor and work will not proceed until approved by PHA. All services are expected to be completed within the price and completion date specified in the Contractor's written estimate. Services requiring more time to complete must be justified in writing and approved by PHA. The term of the Contract shall consist of a two (2) year base period with three (3) one-year option periods to extend services. This term includes the performance period of all task orders or purchases released under the contract. Contract options may be exercised early if Contract funding is utilized before the Contract performance period expires; provided that PHA shall be under no obligation to do so, and the Contract rates will not increase until the annual period for which they were proposed has elapsed. Failure to furnish proposal security in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the proposal. The Offeror shall furnish a proposal guarantee in the form of a firm commitment, e.g., proposal bond supported by good and sufficient surety or sureties acceptable to PHA, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. PHA will return proposal guarantees, other than proposal bonds, (1) to unsuccessful Offerors as soon as practicable after the opening of proposals, and (2) to the successful Offeror upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the proposal as accepted. The amount of the proposal guarantee shall be 5 percent of the proposal price. If the successful Offeror, upon acceptance of its proposal by PHA within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the Offeror, the Contracting Officer may terminate the Contract for default. In the event the Contract is terminated for default, the Offeror is liable for any cost of acquiring the work that exceeds the amount of its proposal, and the proposal guarantee is available to offset the difference.
