West Shore Parks & Recreation Society (Society) is seeking proposals from qualified consultants to provide construction options and project budgeting for the potential twinning of the Juan de Fuca Arena and is to include options to address the resulting reduction in parking on Society property. The report is to include the pros and cons of each parking option as well as costing and construction plans for the second ice sheet and parking installation with sufficient detail to support future infrastructure grant applications to fund the build. The Society has established a budget for this project of $25,000 including disbursements and excluding GST. The method of Contractor Selection has not been Determined at this time. Proposals will be assessed in accordance with the evaluation criteria, and the Society reserves the right to accept or reject any Proposal in its sole and unfettered discretion without further explanation. The Society reserves the right to reject any submitted proposal from any Proponent who, in its sole and reasonable opinion, is deemed incapable of providing all necessary resources to perform the Work in a satisfactory manner. Proponents shall indicate when work would commence and approximately how long it would take to complete the assignment. Proposed start dates, progress meeting dates, milestones, other key events, and major project deliverables shall be clearly identified on the project schedule. The schedule shall identify the critical path, delineate what resources will be required, and when they will be required. The proposed schedule must align with the RFP deliverable target dates. This portion of the proposal should be provided in Microsoft Project or a similar scheduling software format. All enquiries and questions are to be submitted in writing via email prior to 2:00PM PACIFIC STANDARD TIME on August 23rd, 2023.
