A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional engineering services for the evaluation, design, bidding, and construction administration of the repair and/or replacement of the existing generators, transfer switches, fuel storage tanks, transformers, and associated electrical infrastructure at the Muskegon Correctional Facility. This request is to provide a Phase 100 Study, Phase 300 Schematic Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services. The emergency power for the entire Muskegon Correctional Facility is provided by a pair of diesel generators. The two generators, two transfer switches, two transformers, electrical switches, gears, controls, etc. and a small and large fuel tank were installed in 1975. The emergency power system is in the Power Plant building as shown in the attached aerial image and photographs. The existing emergency-power equipment is near the end of its service life and replacement parts are not readily available. The generators may be undersized to serve the facility's current electrical demands. A study to evaluate the existing emergency-power system and infrastructure is required. The outcome of the study will determine whether to repair/upgrade or completely remove and replace the existing generators, transfer switches, fuel storage tanks, transformers, and associate electrical infrastructure. The new emergency power equipment must be programmed to communicate with the facility's existing Control Center. Upgrades to the emergency power system may include phase loss monitoring and power factor capacity. The facility must always maintain full emergency back-up power during the generator equipment change-over.
