Q & A deadline: Aug 22, 2023 4:30:00 PM EDT Sarasota County ("County"), a political subdivision of the State of Florida, will receive proposals on the date indicated in Periscope S2G for the purpose of selecting a qualified Proposer to provide reverse osmosis landfill leachate pretreatment services. Contract Award 12/12/23 A. Contractor shall provide all equipment and personnel necessary to design, permit, install, commission/startup, operate, and maintain the reverse osmosis pretreatment (ROPT) system at the Sarasota Central County Solid Waste Disposal Complex (CCSWDC), located at 4000 Knights Trail Road, Nokomis, FL 34275, to reduce the concentrations of ammonia, iron, total dissolved solids, and other parameters to allow pumping of the effluent to a wastewater treatment plan for final treatment and disposal. B. Contractor shall provide a written contingency all-hazards, emergency response plan which shall identify pre-event and post-event preparations for their equipment on site and their continuity of operations program when requested by the County and within ten business days of request. Contractors shall address reliability in their all-hazards emergency plan to show how their continuity of operations in adverse situations will meet the reliability expectations of the Scope of Work. C. Contractor shall submit a copy of their company's safety plan for operations when requested by the County and within ten business days of request. D. Contractor shall supply and assist the County with any documentation needed for construction and operation of proposed solution in order to obtain permits. County shall submit and pay for the required Florida Department of Environmental Protection (FDEP) Solid Waste permits. Contractor shall determine if any other permits are required and pay for such permits. E. Proposed system shall meet the following requirements: 1. A membrane based ROPT system capable of processing a minimum of 15,000 gallons per day with an average of up to 30,000 gallons per day. The system shall allow for an estimated maximum of 60,000 gallons per day and scalable to up to 120,000 gallons per day. 2. Expandable, scalable, and flexible to allow for an increase in future capacity and to accommodate the day-to-day and seasonal variations. 3. Capable of treating leachate with the general composition shown in Attachment 1 - Leachate Quality Information to produce an effluent that can be pumped directly to a wastewater lift station using the County's existing pump systems, for ultimate treatment at the City of Venice Eastside Wastewater Treatment Plant (VESWWTP). Attachment 1 includes weekly leachate tank samples collected since May 2022. The annual 2021 and 2022 leachate tank sampling reports. 4. Contractor shall analyze the data and make their own assumptions and projections of leachate quantity and quality to determine if their equipment will perform as anticipated. 5. The goal of the treatment system shall be to reduce the overall ammonia-N levels to less than 60 mg/L and Iron to less than 4 mg/L. 6. The ROPT shall operate for a minimum of 340 days per year. 7. Contractor shall dispose of industrial wastewater, and contaminated and/or hazardous materials and may price separately from the based ROPT operation and maintenance services. 8. Alternative concentrate removal methods from the ROPT will be considered if proposed by the Contractor and accepted by the County in writing. Contractor shall assist the County during the design and permitting if the alternative concentrate handling and removal requires additional infrastructure and systems required. The County will be responsible for the costs and construction associated in providing the infrastructure for the alternative disposal system(s). Contractor will be responsible for the system(s) supplying the alternative concentrate removal (i.e., pumps, tanks etc.) until the concentrate enters a county or other facility if removed offsite. 9. Improvements needed to site, utilities, or facilities for ROPT and to be provided by the County must be clearly identified in the proposal. F. Contractor shall comply with all applicable Federal, State, and local regulations and permits. G. Contractor is required to participate in performance or project report meetings as deemed necessary by the County.
