OWASA currently utilizes find and fix methodology for gravity sewer rehabilitation throughout the system. Previous sanitary sewer evaluation studies along with ongoing closed circuit television (CCTV) inspection from OWASA crews identify the areas needed for rehabilitation or replacement. Recently focus has been placed on gravity sewer pipe segments that were suitable for lining only. However, OWASA is now interested in a more comprehensive rehabilitation program that will look at cleaning and lining as well as structural repairs and replacements. The goal is to rehabilitate 3 miles of gravity sewer per year starting by FY 2026. Initial tasks within the current fiscal year (FY 2024 runs from July 1, 2023 through June 30, 2024) will include an initial program set up and the start of design for a future rehabilitation package or packages. 1. Planning services may include: a. Conducting inspections or reviewing available CCTV and PACP data to identify target minibasins b. Pre-rehabilitation flow monitoring in targeted minibasins 2. Design services may include: a. Developing detailed rehabilitation plans for each minibasin, encompassing repair methods, materials and timelines b. Ensuring compliance with all relevant regulatory and industry standards c. Permitting d. Coordination with Town of Chapel Hill, Town of Carrboro, North Carolina Department of Transportation e. Coordination with other identified stakeholders f. Advertisement and bidding support 3. Construction services may include: a. Construction inspection b. Construction administration c. Assistance with stakeholder engagement and communications d. Preparation of Record Drawings and other closeout information 4. Aquanuity services may include: a. Development of OWASA rehabilitation logic based on PACP data from OWASA CCTV crews b. Interim method to overcome previous process deficiencies (OWASA did not previously re-CCTV lines after point repairs, push patches etc - therefore the PACP database would show these lines as still having defects. In June 2023, OWASA changed this practice, and now re-CCTVs lines after repairs to establish the new PACP score post-rehab.) c. Data import support d. Training 5. Post construction services may include: a. Providing prost-rehabilitation monitoring Draft and final plans, reports, etc. will be provided in electronic and hard copy formats in a manner acceptable to and usable by OWASA. The actual list and format of deliverables will be negotiated with the selected firm.
