The Mariposa County ("County") is seeking proposals from qualified contractors to provide snow removal services or debris removal services on an On-Call As-Needed basis for County maintained roads to provide access to residents in winter months after significant snowstorms or rain events. The County expects to award multiple Contractors with a Not-to-Exceed On-Call contract in the initial amount $100,000 each. The intent is to allow the selected Contractors to be under contract prior to a storm event, thus allowing the Contractor to respond in a timely manner. The initial contract term will be for 3 years with two 1-year extension. Contractors are encouraged to partner or subcontract with local and DBE firms. Contractors may propose to perform snow removal exclusively or debris removal exclusively, or both, in any or all the following communities: Ponderosa Basin, Lushmeadows, Fish Camp, Wawona, Yosemite West, Foresta, Greeley Hill, or Mariposa depending on the Contractor's available resources. Said services must meet all applicable State and/or Local regulations. Contractor selected to provide emergency work will be required to pay prevailing wages. Owner/Operators are acceptable. Contractor shall bill on a time rate-per-hour basis. Hourly rates shall include all expenses necessary for completion of the work including mobilization, labor, equipment, transportation, fuel and insurance. The possible emergency tasks include, but are not necessarily limited to, the following items: Snow Removal Roadway/Bridge Debris Removal Storm Drain Cleaning The frequency and adequacy of snow removal work and services will be coordinated and subject to review by the Public Works Director and/or their designee. Contracted work shall commence upon notification by designated County staff. The selected contractor(s) will be responsible to obtain all approvals and authorizations necessary for the use of land for temporary storage of snow or debris. Copies of said authorizations shall be submitted to the County for file. Between the dates of October 1st and March 30th, the Contractor shall maintain, on a twenty-four (24) hour on-call basis to sufficient to address emergency contingencies (i.e. snow, fire, storm events, floods, etc.) which may arise from time to time. The Contractor will respond to emergencies that adversely affect Mariposa County, so that the situation is corrected at the earliest possible moment. Contractor shall be able to dispatch labor and equipment on a 7-day 24-hr basis. The contractor must be able to mobilize within 6 hours of being contacted by County staff. Contractor is not restricted to providing snow and debris removal services for private parties or other agencies. However, such work shall not impede, restrict, or conflict with the timely removal of snow from the County maintained roadways. The Contractor will be responsible for taking all reasonable precautions to prevent damage to existing on-site structures, signs, vehicles, mailboxes arising from the performance of the requested work. The Contractor will be responsible for repairing any such damage at no additional cost to the County. Repairs required as a result of such damage shall be performed to the satisfaction of the Public Works Director. Contractor may identify and document any property damage that exists prior to their work. If the Contractor does not repair the damage to the Director's satisfaction, then the County shall have the right after 48 hours written notice to repair the damage and charge the contractor for cost of labor and materials expended to address any repairs. Contractor shall be properly licensed for the piece of equipment they are operating in accordance with the State. Contractor is sole responsible for their vehicles, equipment, materials, and other property it delivers for the performance of the work. County accepts no responsibility for the security, safety, or liability of said vehicles, equipment, material, or property. Contractor is responsible for complying with all federal, state, and local laws governing fuels, oils, or other harmful materials. Fuel storage requires secondary containment. The Contractor shall personally supervise the work under the contract or shall designate in writing to the County the name of its representative who shall at all times be present at the site of the work. The authorized representative shall have full authority to direct the work. The Contractor shall provide the County one (1) week's written notice of any change to its authorized representative. Questions regarding the RFP must be submitted by August 18th. Except for questions that might render the award of this contract invalid, the County will not respond to any questions submitted after this time. The County will use an addendum to the RFP to post any questions received, along with written responses, on the County website. It is the responsibility of the proposers to check the County website to review the questions and responses. Any oral responses to questions are not binding on the County.
