Description: This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Richmond, Va. An Invitation for Bid (IFB) will be issued on https://sam.gov/ website under Contract Opportunities on or about August 4, 2023 for Project Titled "Electrical Feeder #2 Replacement" at the Central Virginia VA Health Care System (CVHCS), 1201 Broad Rock Blvd, Richmond, Virginia 23249. Bids will be due approximately 30 days after issuance of the official solicitation. This announcement is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work included in the contract documents, a summary of which is provided below. Scope: The CVHCS is seeking a General Contractor to completely to replace secondary electrical feeder lines to vault 1,2, and 3, as needed by the medical center. This project is located on the basement level in Building 500. The project shall include professional engineering stamped Electrical Feed Plans, fire stopping, rental and set-up of emergency power generators with diesel fuel. Coordination of after hour/weekend work and three outages are required. The work shall be completed 120 days to from Notice to Proceed. See draft Statement of work for details. The work must be completed within the specified Period of Performance, which includes final Inspection and cleanup. Period of Performance/Work Site: 120 calendar days after receipt of the Notice to Proceed. Work will likely commence early fall. Work site is building 500 located at 1201 Broad Rock Blvd. Richmond, VA 23249. The North American Industry Classification Code (NAICS) for this procurement is 238210 Electrical Contractors and Other Wiring Contractors and size standard $19.0 million applies. In accordance with VAAR 836.204(f)(1), disclosure of the magnitude of this construction project is between $1,000,000 and $2,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of bids. The Government will NOT reimburse any costs associated with registration, pre-bid attendance, or proposal preparation. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various documents, specifications, forms, and drawings will be available for download at no charge only from the CONTRACT OPPORTUNITIES website https://SAM.gov with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. Bidders are further advised that failure to register in the SAM database and/or inability to provide a Unique Entity Identifier (UEI) will render your firm ineligible for award IAW FAR Clause 52.204-7(b). NOTE: No email, fax, or telephone inquiries will be answered as a result of this announcement. No other information regarding scope, dates, etc. is available until issuance of the solicitation. A date and time for a pre-bid conference / site visit will be stated in the issued solicitation. No other site visits will be conducted. 1. Contract Title - Electrical Feeder Replacement 2. Background/Dates of Service (Period of Performance). Central Virginia Healthcare System is requesting construction services at the medical center in Richmond, VA to commence once the Notice to Proceed (NTP) is issued. The work shall be completed 120 days following NTP. 3. Scope. The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision, travel, and other items and services necessary to replace secondary electrical feeder lines to vault 1,2, and 3, as needed by the medical center. The vendor will respond and be onsite, as necessary, ready to deliver services required to perform the repair work. 4. Specific Tasks. The Vendor will provide the following as part of the contracted services. * After-hours and weekend work is required to complete the job and limit disruption to the Hospital and patients. The preparation work will be during normal business hours. Pulling the cable and terminating shall be performed during off hours and will need to be on generator power. * The contractor shall provide Professional Engineering Stamped Electrical Feed Plans and Fire stopping for the work. * Furnish and setup 4 rental Diesel Generators to supply emergency power to vaults 1 - 5, for up to 2 weeks with up to 26,800 Gallons of diesel fuel. o 1 - 2000KW o 2 - 800KW o 1 - 500KW * Furnish and fill diesel fuel tanks required to supply fuel to generators. * Plan up to 3 outage weekends: 1 for transfer to generator power, 1 for installation and testing, and 1 for transfer back to Dominion Electrical Feed. The contractor shall coordinate with the facility to perform turn off and lock out of our main breaker, Dominion does not need to be involved. * Furnish and install temporary generator cables away from foot traffic using hangers in advance of work and remove after work is done. o Estimated 2036 feet of 4/0 Cable with cam locks o Final verification of cable plan required * On a planned weekend install 2 new feeder cables in existing spare underground conduit and 1 new feeder cable after removing existing failed cable. * All feeder cables are 15kv o Feeder lines are 13kV o Feeder lines will go in existing conduit o Feeder line path * Switchgear to vault 1 * Switchgear to vault 2 * Switchgear to vault 3 * Very Low Frequency (VLF), megger and shield test each cable run prior to install. * Terminate cables at switchgear and transformer. * Provide testing certification on new cables after installation and provide a report. * Install non-conductive support brackets at manholes as needed. * Install new 1,200 Amp medium voltage air circuit breaker. * Clean work area & dispose of all materials properly The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
