The City of Leander, herein after "City", seeks an agreement with a qualified Individual, Firm, or Corporation, herein "Respondent", to provide Engineering Services for the City of Leander to design and engineer a 1.25MG (Million Gallon) elevated water storage tank (EST) and associated distribution pipe. The City is seeking Statements of Qualifications (SOQ) from qualified engineering Respondents with experience and expertise to provide engineering and design services, which may include any or all of the following categories of service: 1.1. Planning and Preliminary Engineering Development and Report; 1.2. Hydraulic and Hydrologic Analysis and Report; 1.3. Water Distribution System Analysis 1.4. Surveying and Topography 1.5. Stormwater and Drainage Development and Design; 1.6. Site and/or Landscape Development and Design, including Conceptual Layouts; 1.7. Geotechnical Investigation and Report 1.8. Schematic Engineering and Design; 1.9. Detailed Engineering Report 1.10. Construction Documents; 1.11. Bid Administration; 1.12. Construction Administration Services; and 1.13. Final Survey and Closeout Documentation. No response can be withdrawn after opening without written approval from the City for an acceptable reason. A preliminary scope of work to design and engineer the Travisso Elevated Storage Tank and related transmission pipe, includes but is not limited to: 1.1. Goal is to engineer, design, and construct a new 1.25 MG (Million Gallon) elevated storage tank (EST) and related 12-inch,16-inch, 24-inch distribution pipe to point of connection past High Lonesome Road from a City-owned property on Nameless Road/RM 2243, to increase and control flows from the BCRUA (Brushy Creek Regional Utility Authority) to the Travisso neighborhoods and the Northwest section of the City of Leander; 1.2. Planning, Cost Analysis, and Budget review. Review available systems which would meet the City's needs and requirements. Pre-construction project planning includes preliminary cost estimate and estimated timeline of planning and design; 1.3. Meet with City staff, and the Citys representatives, to review the scope of the project, establish design standards, coordinate project's impact on city's distribution system and become familiar with any concerns; 1.4. Review, prepare, and manage all pre-development requirements, including environmental and archeological reviews, hydrology and drainage requirements per Atlas 14, SUE, utility assessment and coordination with existing utilities and adjacent radio tower, geotechnical studies, structural analysis, surveying including topography and tree identification, traffic studies, if needed, and any other studies required by all governing entities; 1.5. Utilize and coordinate through the City's project management platform, Procore, including, but not limited to, uploading all phases and drawing sets, specifications, bid forms, and all related bidding, contracting, and construction administration documentation. 1.6. DEVELOPMENT PHASE: Successful Respondent shall participate in a series of planning meetings with City staff to assess the City's needs and determine the best approach for the project; Pre-development phase services provided by the successful respondent shall include but not be limited to: 1.6.1.Participate in a pre-development kickoff meeting, and take notes to record items discussed and decisions made during this and all meetings; 1.6.2.Develop a topographic site, route, and tree survey; 1.6.3.Conduct a hydraulic and hydrologic study of site and provide H&H report; 1.6.4.Utilities identification and coordination; 1.6.5.SUE investigation and identification; 1.6.6.Structural Analysis and Report; 1.6.7.Deliverables: 1.6.7.1. Digital - pdf copy of the pre-development kick-off meeting notes; 1.6.7.2. Digital - pdf copy of the pre-development requirements, including any identified environmental or archeological concerns and proposed resolutions; 1.6.7.3. Digital - pdf copy of H&H report; 1.6.7.4. Digital - pdf copy and a hard copy of the Comprehensive Engineering and Geotechnical Investigation report; 1.6.7.5. Digital - dwg and PDF copy of the surveys; and 1.6.7.6. Digital - pdf of design schedule. 1.7. SCHEMATIC DESIGN (30%) PHASE SERVICES: Conceptual design phase services provided by the successful Respondent shall include but not be limited to: 1.7.1.Preparation of a base map using the topographical / existing conditions survey; 1.7.2.Preparation of a schematic plan of the proposed site development; 1.7.3.Preparation of a rough-order-of-magnitude (ROM) opinion of probable cost; 1.7.4.Preparation of a milestone construction timeline; 1.7.5.Participate in a review meeting. Could be virtual; 1.7.6. City uses Bluebeam and Procore for reviews 1.7.7.Deliverables: 1.7.7.1. Digital - pdf copy and dwg file of the base map; 1.7.7.2. Digital - pdf copy of the schematic plans; 1.7.7.3. Digital - pdf of ROM opinion of probable cost; 1.7.7.4. Digital - pdf of construction milestone timeline; and 1.7.7.5. Digital - pdf of updated design schedule. 1.8. DESIGN AND CONSTRUCTION DOCUMENT (60%, 90%, 100%) PHASE SERVICES: The design and construction document phase services provided by the successful Respondent shall include but not be limited to: 1.8.1.Preparation of 60% construction documents will commence upon approval of the schematic designs, and shall include, but not be limited to the following : 1.8.1.1. Index Sheet 1.8.1.2. Existing Conditions / Clearing and Demolition Plan; 1.8.1.3. Phased Site Plan; 1.8.1.4. Erosion Control Plan and Details, relative to SWPPP; 1.8.1.5. Traffic Control Plan and Details; 1.8.1.6. Grading and Drainage Plan and Details; 1.8.1.7. Irrigation Plan and Details; 1.8.1.8. Landscaping and planting Plan; and 1.8.1.9. Amenity Plan specifying any special features. 1.8.2.Comprehensive Engineering report that will include all engineering aspects, site investigation, subsurface condition, existing and proposed conditions, geotechnical investigation, structural design, modelling, Survey, utilities and SUE investigation, radio tower investigation, layouts and designs of project elements not limited to hydromechanical, electromechanical, open channel and closed conduit hydraulics, energy calculations, processes. 1.8.3.Preparation of technical specifications and bidding documents at the ninety (90%) percent and final level of completion for the items listed above; 1.8.4.An opinion of probable construction costs and estimated construction schedule will be prepared at the sixty (60%) percent level of completion and will be updated with each level of construction document completion (90% and 100%); 1.8.5.Construction Documents will be submitted to the City for review at sixty (60%) percent and ninety (90%) percent completion, the City Engineering department utilizes Bluebeam and Procore for reviews; 1.8.6.Participate in a review meeting after each phase and each review. Could be virtual. Anticipate at least one (1) in-person review at the City offices; 1.8.7.Construction Documents at ninety (90%) percent will be submitted electronically through the City's Development HUB process for Site Development permit, and PLANNING and ENGINEERING review and comments; 1.8.8.Provide signed and sealed construction documents by all licensed professionals; 1.8.9.Preparation for and attendance at least one (1) City Council meeting to discuss the design and documents, if needed. Notes will be taken to record items discussed and decisions made during this meeting; 1.8.10. Deliverables: 1.8.10.1. Digital - pdf copy at sixty (60%) review documents in a 24"x36" format; 1.8.10.2. Digital - pdf copy at ninety (90%) review documents in a 24"x36" format; 1.8.10.3. Digital - pdf copy and one hard copy of Comprehensive Engineering report as described but not limited to above signed and sealed. 1.8.10.4. One (1) 24x36 hard copy, with wet stamps and signatures, and pdf, TIF, and dwg copies of the final construction and bid documents; 1.8.10.5. Digital - pdf copy of the updated opinion of probable construction cost; and 1.8.10.6. Digital - pdf copy estimated construction schedule. 1.8.10.7. Digital - pdf, dwg, and tif copies of the final, signed set of 100% drawings and specifications; 1.9. BIDDING PHASE SERVICES: The bidding phase services provided by the successful Respondent shall include but not be limited to: 1.9.1.Provide bid documents to attach to City's bid documents and instructions; 1.9.2.Coordinate and assist City with distribution of construction documents; 1.9.3.Participate in a Pre-Bid Conference and preparation of notes to record items discussed and decisions made during this conference; 1.9.4.Address inquiries from Bidders during the bid phase and issue addendums to the Construction Documents if required; 1.9.5.Participate in the Bid Opening and prepare a Bid Tabulation; 1.9.6.Provide a Bidder recommendation; 1.9.7.Deliverables: 1.9.7.1. Digital - pdf copy of the pre-construction meeting notes; 1.9.7.2. Digital - pdf copy of all addendums; and 1.9.7.3. Digital - copy of the Bid Tabulation and Recommendation. 1.10. CONSTRUCTION PHASE SERVICES: The construction phase services provided by the successful Respondent shall include but not be limited to: 1.10.1. Participate in a pre-construction conference. Meeting notes will be prepared to record items discussed during this conference; 1.10.2. Participate in periodic observation/site visits during construction. Construction observation reports accompanied by construction progress photographs will be prepared for each site visit, which should be at least once per month, to accompany and compliment Respondent's invoices. Anticipate up to sixteen (16) construction site visits; 1.10.3. Review shop drawings, submittals, requested substitutions; providing clarifications as required; 1.10.4. Review request for information (RFI's) and provide written responses to the Contractor in the form of Proposal Requests, Change Orders, or Construction Change Directives. RFI's shall be responded to within 48 hours; 1.10.5. Prepare documentation for change orders; if required; 1.10.6. Participate in a site visit and observation to create a punch list of deficient items, as Substantial Completion; 1.10.7. Participate in follow-up site visit(s) to observe completion of punch list items; 1.10.8. At the conclusion of construction activities and prior to the preparation of record drawings, coordinate with the Contractor on documentation of any changes made during construction; 1.10.9. Preparation of Record Drawings using information provided by the Contractor; 1.10.10. Deliverables: 1.10.10.1. Digital - pdf copy of pre-construction conference notes; 1.10.10.2. Digital - pdf copy of site visit reports; 1.10.10.3. Digital - pdf copies of reviewed and approved/rejected submittals; 1.10.10.4. Digital - pdf copy of each proposal request, change order, and construction change directive; 1.10.10.5. Digital - pdf copy of each request for information (RFI); 1.10.10.6. Digital - pdf copy of the Substantial Completion observation report and punch list; 1.10.10.7. Digital - pdf copy of the follow-up final observation reports; and 1.10.10.8. One (1) hard copy, 24"x36" format, and a digital pdf copy of the Record Drawings. 1.11. Bid documents to be written for one project construction. The EST and related distribution pipe will be bid and constructed as one contract; 1.12. Construction administration and observation including conferences, monthly site observations and regularly scheduled progress meetings with the City; 1.13. Final site survey of new site systems, at the completion of each construction phase; 1.14. Project closeout, establishment of warranties, and guarantees. Final start-up and certification of mechanical, electrical, and plumbing systems; 1.15. Provide certified record drawings as well as electronic copies in both PDF and an approved editable format (.dwg); 1.16. Provide Engineers Concurrence Letter at end of project; 1.17. Attend one (1) Lessons Learned meeting at the end of each phase of construction and provide compiled notes; 1.18. Follow all applicable codes, which could include, but is not limited to, the following: 1.18.1. National Electrical Code; 1.18.2. Texas Department of State Health Services; 1.18.3. International Code Council, Building Code; 1.18.4. Americans with Disabilities Act (ADA) and Texas Accessibility Standards (TAS); 1.18.5. Occupational Safety and Health Act (OSHA); and 1.18.6. In addition there are multiple American Society for Testing Materials (ASTM) and National Sanitation Foundation (NSF) standards which are to be considered. 1.19. The Respondent will work with the City, prior to the City issuing a construction request for bid/proposal, to ensure the feasibility and constructability of their designs, and that the estimated cost of construction of the project is within acceptable industry standards through value engineering, the selection of building systems and materials, cost estimating, scheduling, and other means. 1.20. The Respondent will coordinate the project with the City of Leander through the Citys project management platform, Procore.
