City for the completion of an update to the Stormwater Master Plan (SWMP) and provide services for the installation and monitoring of 10 groundwater monitoring wells throughout the City for observing groundwater levels Special bindings, colored displays, and promotional materials, etc., are not necessary. Emphasis should be on completeness and clarity of the content. This RFP is not all-inclusive. The City encourages Consultants to exercise their innovation, sound professional judgment, experience, and knowledge Consultants are invited to propose alternative or additive scopes of work the Consultant believes will better reflect the goals of the City and the funding available The City reserves the right to negotiate a final scope and cost with the selected Consultant. A City selection review committee will evaluate the Proposals, interview candidate firms if deemed necessary, score the Proposals as defined in this RFP, and recommend award to the City Council. The City may reject any Proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all Proposals upon a finding of the City if it is in the public interest to do so
