Description of Washington County Washington County is located on the eastern edge of the Twin Cities Metropolitan area and is composed of 423 square miles of land. The County seat is located in Stillwater, Minnesota, along the scenic St. Croix River. The population of Washington County is 233,104. Washington County contains 27 cities (Afton, Bayport, Birchwood, Cottage Grove, Dellwood, Forest Lake, Grant, Hastings, Hugo, Lake Elmo, Lake St. Croix Beach, Lakeland, Lakeland Shores, Landfall, Mahtomedi, Marine on St. Croix, Newport, Oak Park Heights, Oakdale, Pine Springs, St Mary's Point, St. Paul Park, Scandia, Stillwater, a portion of White Bear Lake, Willernie, and Woodbury), and 6 townships (Baytown, Denmark, Grey Cloud Island, May, Stillwater, West Lakeland). Washington County is the fifth largest County in the State of Minnesota, housing 4% of the State's population and 8% of the Twin Cities Metropolitan Area's population. Washington County's eastern border is defined by the Saint Croix River, which separates the State of Minnesota from Wisconsin. The Saint Croix National Scenic Riverway is one of the eight original rivers designated as a wild or scenic river and is a popular destination for canoeing, boating, fishing, camping, and hunting. Purpose of RFP The purpose of this RFP is to obtain a Contractor who will manage yard waste (leaves and grass) and tree waste received at public drop-off sites as well as County generated tree waste consolidated within the County. Current locations are listed below. The selected Contractor must be able to serve all current locations, planned locations, and any new sites as determined by the County. Scope of Work and Deliverables The initial contract term will commence on an agreed upon date but no later than January 1, 2024. The initial contract term will be through December 31, 2026. After the initial contract term, the County may renew the contract for one (1) additional renewal term of twenty-four (24) months. The Contractor may prohibit County from exercising the optional renewal term by providing written notice to the department rejecting the renewal term within 90 days of the termination date. If the Contractor does not provide such written notice, the County may exercise such optional renewal term by providing notice to the successful Contractor no later than ninety (90) calendar days preceding the scheduled date of expiration of the initial contract term. This provision in no way limits the County's right to terminate the contract at any time during the initial term or the optional renewal term thereof pursuant to the provisions in the contract. Yard Waste Operational Services The Contractor shall provide the following in accordance with the RFP, contract, and applicable law including but not limited to: o Removal of leaves and grass from the site and delivery to a qualified licensed Minnesota Pollution Control Agency (MPCA). permitted facility. o Grinding all brush, tree limbs, larger tree waste, and Christmas trees. o Consolidation of wood waste. Hauling, Processing, and Consolidation of Yard Waste Contractor shall be solely responsible for hauling all yard waste consisting of leaves and grass accepted at the yard waste drop-off site to a designated yard waste processing facility permitted and licensed by the MPCA. Provide a list of designated facilities, their locations, and MPCA permit numbers or other proof that the designated facility is permitted, by completing Attachment F. Only facilities approved by the County can be utilized. Brush and tree waste should be processed on site unless a higher use is found e.g. logs saved for milling. Washington County retains ownership of wood waste unless the grinding and removal option is utilized. Contractor will manage wood waste pile and consolidate once a week or as requested by the County. Pricing Use Attachment E to provide costs for: o Single grind (large mulch) per end-product volume; County retains ownership. o Double grind (small mulch) per end-product volume; County retains ownership o Grind and removal for proper end use per ton. o Removal of leaves and grass and delivery to an MPCA permitted facility per ton. o Provide cost for weekly tree waste pile consolidation. Tree waste grinding or processing must not exceed 80 decibels as measured at property line. Tree waste must be processed or removed a minimum of once monthly or when a storage limit of 700 cubic yards has been accumulated. Yard waste must be removed a minimum of twice monthly or when as storage limit of 700 cubic yards has accumulated. All facilities receiving yard waste must be approved by the County. Removal and processing should be conducted between the hours of 7am and 5pm Monday through Friday excluding County observed holidays. Offsite processing hours are as mutually agreed upon. Contractor must show the ability to remove yard waste or brush within 36 hours' notice from the County to comply or react to a valid complaint from the community regarding odors, or other nuisances. RFP Questions, Clarifications and Schedule Inquiries concerning any aspect of this RFP should be submitted electronically. The closing date for receipt of written questions will be 4:00 p.m. CDT on August 2, 2023. Phone calls are not acceptable. Questions received after this deadline will not be considered. All questions received before the deadline will be compiled and responded to as identified in the schedule of events. Each question should begin by referencing the RFP page number and section number to which it relates. Tours of the Northern Yard Waste Site will be made available to respondents if desired. All documents should be combined into a single portable document format (PDF). Please note that it is the Contractor's responsibility to ensure that the proposal and all other required documents are received by the closing date and time specified above. All proposals submitted become the property of the County and will not be returned.
