The Department is issuing this Request for Proposals (RFP) to solicit and prequalify up to three (3) consultants to draft a decarbonization plan for Maryland state-owned buildings in response to the state's climate goals of net zero (GHG) emissions by 2045; and for facilities that are subject to energy performance standards regulations as issued by the Maryland Department of the Environment, per Md. Code Ann. Environment Article Facilities subject to the regulations are in sixteen separate agencies and fifteen university campuses that include approximately 1,000 state-owned buildings located in all regions of the state and totaling approximately 90.1 million square feet.
