Bids received after the bid closing date and time, improperly labeled bids or those not containing a signed bid form will be rejected. Grand Forks, ND 58203 Background Interstate Parking Company of ND, parking management firm for the city-owned downtown parking ramps in Grand Forks, ND, in partnership with the City of Grand Forks, is seeking security camera upgrades for: Central Ramp - 415 1 st Ave N and Corporate Ramp - 55 S 5th Street Both ramps have existing analog cameras wired with coax cabling. Interstate Parking Company of ND and the City of Grand Forks are seeking to upgrade all existing cameras and wiring and any recommended new ones are being sought as part of this bid. Project Overview The purpose of this project is to upgrade existing security cameras and wiring within two parking ramps (Central Ramp - 415 1st Ave N and Corporate Ramp - 55 S 5th Street) to include the parking area as well as stairwells and elevators. Roles and Responsibilities 1) The City of Grand Forks is the solicitor and will have final authority on all specifications of the equipment. 2) The end-user and proposal evaluators is a partnership between Interstate Parking Company of ND and City of Grand Forks Community Development Department. 3) The Point of Contact and project coordinator for any questions, clarifications or comments on this requested proposal will be Paul Schnettler, Chief Operating Officer, Interstate Parking Company at 612- 875-9472, paul@interstateparking.com. Proposal procedures 1) Compliance with proposal procedures will be the responsibility of the vendor, and in accordance with established City of Grand Forks bid procedures. 2) Proposal presentation format is the vendor's responsibility. Proposals must include City of Grand Forks Request for Bid/Proposal form. Vendors are encouraged to submit proposals in sufficient detail to facilitate review by Interstate Parking and City of Grand Forks staff. 3) Proposals will be evaluated in accordance with criteria established in the City of Grand Forks Purchasing Policy (Adopted April 18, 2011, as amended on November 1, 2021). Bid evaluation criteria include, but is not limited to, cost, specification, compliance, vendor reliability, and available funding. 4) City of Grand Forks retains the right to refuse any and all proposals. 5) Anticipated Timeline: i. July 25, 2023: RFP Posted. ii. August 8, 2023 at 2:00 PM, RFP deadline/opening. iii. August 14, 2023 at 5:30 PM, bid information submitted to the City of Grand Forks Committee of the Whole for review/recommendation. iv. August 21, 2023 at 5:30 PM, bid tab and award recommendation submitted to the Grand Forks City Council for approval. v. August 22, 2023, if approved by City Council; a purchase order with approved bid will be sent to the awarded company. 6) Viewing or walk through of the Parking Ramps may occur at any time as facilities are open 24/7. General Specifications Cameras 1. Replace all existing cameras within both ramps to include parking areas, stairwells, and elevators. 2. Camera quality to be minimum 2.1MP/1080p 1/3" image sensor at real-time 30fps a. Goal is for camera image quality to be such that images are to be clear enough for prosecution should damages warrant such action. 3. Cameras to have an IP encoder and camera network video recorder (NVR), with a minimum 5-year warranty. a. Provide comment about the ability for remote viewing with smart phones. 4. Any solution will need to have the ability to capture and export images. 5. Any solution will need to have the ability to add analytics to analog cameras in the future. 6. Network IP Server is required to house all recordings with a minimum 90 days of storage. Wiring 1. Upgrade existing wiring from coax cabling to cat6. Add-on: 1. Any additional recommended cameras and wiring where coverage is currently lacking. a. Bids must include four new cameras for the S 5th Street stairwell of the Corporate Parking ramp. Central Ramp 415 1st Ave N and Corporate Ramp 55 S 5th Street
