Written request for clarification must be submitted electronically through the eBuilder Bid Portal Q&A Board INTRODUCTION Charlotte Douglas International Airport (CLT) is seeking statements of qualifications from professional architecture, architectural engineering, experiential, and design-focused Firms to provide on-call professional architecture and design concept services (the "Services"). It is anticipated that CLT will select multiple Firms based on qualifications in response to this RFQ. Selected Firms will provide the Services to CLT on an as-needed basis pursuant to and in accordance with the terms of a Professional Services Agreement (the "Agreement"). The Agreement will be in effect for a term of four (4) years. During the first three (3) years of the Agreement, CLT will request and assign Services to a Firm through an individual Task Order Document, based upon a Firm's in-house qualifications, interest, and ability to respond quickly. A sample form copy of the Task Order Document ("TOD") is included as Exhibit B. Each TOD will identify a specific task or project, including the applicable funding source (i.e., federal or non-federal) and, in response, the Firm shall submit a scope and fee, together with a proposal on deliverables, the use of sub-consultant(s) to comply with the applicable DBE or CBI program, and a schedule that allows for completion of the Services included in the TOD within the remaining term of the Agreement. Fees associated with each TOD are estimated to be less than five million dollars ($5,000,000). Award of a Professional Services Agreement for On-Call Architectural Services does not guarantee work assignments to a Firm as such will be driven by the needs of the Airport as they arise. ROLE OF THE CONSULTANT Selected Firms will be an external source of architectural and architectural engineering expertise and assistance to CLT's Architecture team, which is a subdivision of the Development Department. Firms will work at the direction of CLT's Senior Airport Architect and his Design Managers. Assignments for Services will range from project-specific issues such as program development, verification, and cost estimating, to project-to-project or project-to-tenant coordination services, to program support services such as electronic information management. Firms selected to provide Services will be required to work with other consultants providing services to the Airport, including individual contract designers, other on-call architects, other consultants, and construction contractors. On behalf of CLT staff, the Firm will also interface and coordinate with Airport tenants, such as airlines, concessionaires, and the Transportation Security Administration (TSA), and with other city, regional, state and federal agencies, including the Federal Aviation Administration (FAA) and other project stakeholders. STATEMENT OF WORK: POTENTIAL TASK ORDER ASSIGNMENTS Services are expected to cover a range of small, medium, and large studies, conceptual designs, final designs, conditions investigations, coordination processes and technical support. Services assigned through the Task Order Document are intended to provide as extension-of-staff efforts and expertise for the effective delivery of projects or other issues to come before the Development Department. This RFQ for On-Call Architectural Services is focused largely but not exclusively on "vertical work" and is complemented by two other on-call professional services agreements for Engineering & Construction, and for Planning The types of task assignments for Services to be provided by a Firm under this Agreement are expected to cover the range of responsibilities and perspectives handled by the Architecture team. While not an exhaustive or excusive list, the assignments may include, but are not limited to, one of the following: o Existing Conditions Inventories or Condition Assessments -- the Consultant may be tasked to inspect, document, and assess the locations and conditions of various assets as a means to validate or prioritize project programs, to adjust budget allocations, or to expedite, coordinate, or reduce risk in upcoming design projects. o Project Scoping, and Project Program Definition Studies or Validations -- the Consultant may be tasked to develop project scopes or project programs. These definitions will clarify the size, location, special equipment needs, levels of finishes, and operational adjacencies of upcoming projects, and will solidify potential cost and schedules. Alternatively, the Consultant might be asked to review the Project Program Definition documents developed by others as a second opinion, or in light of new information or needs. o Conceptual/Schematic Design Studies, Design Reviews, Design Constructability Reviews -- design-related tasks may consider the development of concepts prior to design development or, on projects that are under design by others, to assist staff in reviews of construction documents, to develop and consider value engineering alternatives, or to understand construction means and methods necessary to deliver a project considering various field conditions or continuity of passenger traffic requirements. o Application and Permit Preparation -- when not accomplished by other contracts and consultants, project applications and permits with city, state and federal agencies necessary for design decisions and the award of construction may be prepared and processed under this task contract. This includes regulatory applications as well as funding/grant applications. o Alternative Project Delivery Methods Evaluations - the Consultant may be tasked to help CLT staff evaluate and select alternative construction delivery techniques for individual projects.
