2023 Hot Mix Asphalt (HMA) Street Improvements including: A total of approximately 21,502 square yards of HMA surfacing, 7,402 square yards of machine milling, roadway widening, culvert replacement, base stabilization, patching, and seeding/fertilizer are required including miscellaneous associated work including cleanup. The streets included in the HMA Surfacing construction program include the following: A. Holland Street, N. 4th Street to N. 5th Street (approximately 1,543 square yards) HMA overlay B. N. 5th Street, Holland to Chestnut Street (approximately 2,235 square yards) HMA overlay C. Street, S. 10th Street to S. 14th Street (approximately 3,140 square yards) HMA overlay D. S. 9th Street, Jones Street to Street (End) (approximately 1,155 square yards) HMA overlay N. 2nd Street, Jones Street to Ewing Street (approximately 1,709 square yards) HMA overlay N. 4th Street, Jones Street to Reynolds Street (approximately 659 square yards) HMA overlay S. 3rd Street, Wisconsin Street to May Street (approximately 3,232 square yards) HMA overlay S. 4th Street, Wisconsin Street to Davenport Street (approximately 1,437 square yards) HMA overlay S. 5th Street, Wisconsin Street to Davenport Street (approximately 1,567 square yards) HMA overlay Jones Street, N. 5th Street to N. 6th Street (approximately 900 square yards) HMA overlay N. 2nd Street, Oak Street to Byron Street (approximately 2,152 square yards) HMA overlay Elm Street, N. Cody Road to N. 2nd Street (approximately 600 square yards) HMA overlay Byron Street, N. Cody Road to N. 2nd Street (approximately 480 square yards) HMA overlay S. 5th Street, Davenport Street to May Street (approximately 607 square yards of HMA Overlay culvert replacement/ widening) Each Bidder shall accompany the Bid with a Bid security, in a separate envelope, as security that the successful bidder will enter into a contract for the work bid upon. The bidder's security shall be in an amount equivalent to five percent (5%) and shall be in the form of a cashier's or certified check drawn on a bank in Iowa or a bankchartered under the laws of the United States of America, or a certified bank share draft drawn on a credit union in Iowa or chartered under the laws of the United States of America or a bid bond with corporate surety satisfactory to the City. The successful bidder will furnish after the award of the contract a corporate surety bond or bonds, acceptable to the City, for the faithful performance of the contract, in an amount equivalent to one hundred percent (100%) of the amount of the contract. Pursuant to Iowa Code Sections: 422.42 (15) & (16), and 422.47 (5), tax exempt certificates and authorization letters will be issued to the successful bidder and subcontractors thereby exempting the successful bidder and subcontractors from having to pay sales tax on this project. Sales tax shall not be added to any bid submitted. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa labor to the extent lawfully required under Iowa law. Iowa law provides that on public improvements a resident bidder shall be allowed preference against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country. The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. It is the intent of the City to award the contract to the lowest responsible, responsive bidder provided the bid has been submitted in accordance with the bidding requirements. The City reserves the right to waive informalities or irregularities. The City reserves the right to accept or reject any or all bids. The City reserves the right to choose the lowest Base Bid and reject the Alternate Bid or reserves the right to choose the lowest Base Bid plus Alternate Bid combined. No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
