Site work and renovation of a mixed-use development in Fuquay Varina, North Carolina. Completed plans call for the renovation of a municipal facility; for site work for a municipal facility; road / highway; and road / highway.

Mixed-Use Development Project The Town intends to select a Preferred Developer based on reviewing and evaluating the information submitted in response to this RFQ for qualified Respondents who have demonstrated experience in similar development projects. The response should address the evaluation criteria and should be limited to no more than fifteen (15) pages with ten (10) additional pages of appendices that may include photos, concept renderings, or other relevant project information. Letter of Introduction (limit to one (1) page) Include a summary of the Respondent's basic qualifications, experience, and reasons for interest in this opportunity. The letter should be signed by a principal or authorized officer for the entity. Qualifications Respondents are invited to propose any reasonable configuration appropriate for their projects and approach. Respondents must indicate relevant experience in successfully planning and implementing mixed-use development projects by defining the firm's approach and successes in previous projects. Include a description of any relevant experience negotiating previous publicprivate agreements. General narrative description and sketch for the proposed project, including basic elevation renderings. RFQ Clarification & Questions Respondents may submit questions to the Town about the contents of this document. All inquiries must be in written form and must be emailed with the subject line "Downtown Mixed-Use RFQ - Questions" to jseymour@fuquay-varina.org (Jim Seymour, Assistant Town Manager). The Town may issue an addendum reflecting questions and answers to the RFQ which will be posted to the Town's website under the project page PROJECT SITE Located next to the John W. Byrne Municipal Building (Town Hall), the Town owns 2.52 acres located in downtown between N. Main Street, E. Academy Street, and N. Fuquay Avenue. The site is located within the downtown core commercial corridor. The site is currently zoned "Downtown Center-1 (DC-1)" under the Town's Land Development Ordinance. The Downtown Center zoning district is intended to encourage development, enhance economic vitality, and make downtown "a prime destination within the community." The DC-1 district is geared towards a dense mix of retail and residential uses and emphasizes pedestrian-friendly development. Users of this mixed-use development will be within walking distance from various established downtown amenities, the Town's main municipal building, and neighborhood communities. The project sites are serviced by Town water and sewer utilities, and all utilities are available for development. The project envisioned for this site should be urban in character and may include retail, restaurant, commercial, office, and residential. The Town envisions this site being a vertical mixed-use project where the first floor is comprised of retail, commercial, and/or office uses (non-residential) and may have residential located above. The Town envisions this project to be constructed as a zero-lot line multi-story project that integrates a unique design into the Town's downtown fabric. The project site is within walking distance of the Town's main municipal building, a 300+ seat Art Center theater, and established downtown amenities including retail, breweries, office, and community parks. PARKING & FUNDING PARTICIPATION The Town envisions some form of surface or structured parking to support the Project's associated uses. Parking should also support the existing businesses downtown and the various civic events throughout the year. Fuquay-Varina's Town Board is committed to financially participating and assisting the Preferred Developer with parking solutions to support this Project. The Town, in accordance with state law, will sell the Townowned development parcels to the Preferred Developer at Fair Market Value. The Town is in the process of demolition of the existing structures located on the development parcels.
