The City of Issaquah Public Works Department intends to procure engineering consultant services to provide engineering design for the Highland Sewer Main Capacity and Redundancy project. The City of Issaquah Public Works Department intends to procure engineering consultant services to provide engineering design for the Highlands Sewer Main Capacity and Redundancy project. This project agreement will be for the design phase. The City of Issaquah reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Project Description The Highlands Sewer Main spans from the Highland Community to the I-90 undercrossing. This project aims to design and construct a redundant and larger capacity conveyance system. Work will include revising or replacing the existing energy dissipator and drop structure behind the Public Works Operation Center. This will create a safer and more reliable system that can better handle the sewer flow from the Highlands Community. Currently, one 16" HDPE pipe conveys all sewage from Issaquah Highlands, running over a steep slope from 5th Avenue NE to the Issaquah Public Works Operations facility, located approximately 270 feet lower along 1st Avenue. The current system is more than 20 years old, designed when its planned use differed from its modern application. Today, the system experiences higher demands and higher flow than intended. Additionally, this system is the only sewer connection from Issaquah Highlands to the valley floor. The new redundant system will provide further protect critical facilities. This project falls under the larger Sewer Master Plan addressed in the City of Issaquah's Proposed Capital Improvement Plan. This project will address the City's legal mandate of addressing life and safety concerns and obligation of maintenance of existing infrastructure as well as partially contribute to community livability, environmental benefits, and equity. This work would also improve the existing energy dissipater to remove drop structures and sharp bends in the system that are creating increased wear on the system and odor issues. The anticipated scope of work for the selected consultant includes, but is not limited to: Project Management Geotechnical Engineering Environmental and municipal Permitting Concept Development Public Involvement, including facilitating and providing exhibits for any community meetings and boards and commissions Civil Engineering - Produce construction ready plans, cost estimates, and contract specifications o Drainage & Wastewater Facilities Design o Coordination with City operations staff on development and ongoing operations of the Cities maintenance yard. Utility Design and Coordination Other Directed Services as needed by the City The evaluation and design are to be completed by December 2024. Permitting shall occur in 2025. Construction is anticipated to begin in and be completed by 2026 As of August 11, 2023, the due date and time has been confirmed with the owner.
