Site work and new construction of a laboratory facility in Geneva, New York. Working plans call for the construction of a 10,600-square-foot, one-story above grade laboratory facility; and for site work for a laboratory facility.

As of September 20, 2024, a pre-solicitation has been released and a solicitation is anticipated to be released in December 2024. *The closed solicitation has been included below for reference: THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR OFFERS. THIS IS FOR INFORMATIONAL PURPOSES ONLY to make industry award of the upcoming requirement. A response is NOT required at this time. Questions will not be answered until the official solicitation is released. USDA ARS National Grape Improvement Center (NGIC) project is located on the USDA-Cornell University AgriTech Campus, in Geneva, New York. The project is being procured by the United States Army Corps of Engineers on behalf of the United States Department of Agriculture-Agricultural Research Service (USDA-ARS). The NGIC project consists of the construction of a laboratory/office building, and specialty research greenhouses with associated headhouse facilities. The project also requires the demolition of several existing on-site facilities. The completed facility will be utilized by the partnership between USDAARS and Cornell University. The laboratory/office building (LOB) consists of a four-story steel-framed building measuring approximately 57,900 GSF. The building is generally rectangular and oriented east-west along Collier Drive. The first floor includes conferencing amenities, offices, shipping and receiving areas, and specialty support facilities for the research programs. The second and third floors consist of community labs, collaboration areas, and private and shared office amenities The fourth floor includes the enclosed mechanical and support spaces. There is no basement in the facility. A separate, 10,600 GSF Greenhouse for the NGIC is a single story, stainless steel or aluminum framed, translucent structure for regulated plant growth. The Greenhouse will be slab on grade with an enclosed connection to the LOB through a centralized corridor flanked with green house bays on either side. As part of the overall site organization and approach, it is anticipated that the existing Clonal Building and Cousins Headhouse will be demolished to allow for the new construction. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP)contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Full & Open competitive procurement. SELECTION PROCESS: The proposals will be evaluated using a Best Value Tradeoff source selection process. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000 in accordance with DFARS 236.204. NOTICE OF PROJECT LABOR AGREEMENT: A Project Labor Agreement (PLA) is required in accordance with FAR 22.504. The PLA will be evaluated as part of the best value tradeoff and is required for award. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation is December with an approximate closing date 60 days after. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held following the issuance of the solicitation. The exact location and time will be included in the solicitation. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
