Site work, new construction and addition to an educational facility in Kings Mountain, North Carolina. Conceptual plans call for the addition of a educational facility; for the construction of a educational facility; and for site work for a educational facility.
Introduction The Cleveland County Board of Education is seeking proposals from qualified architectural firms for the design of a new instructional building at Bethware Elementary School. This additional building would include (at minimum) 14 additional classrooms, additional bathrooms, a gymnasium and science lab. Upon review of proposals received in response to this Request for Qualifications (RFQ), the Cleveland County Board of Education anticipates awarding a single contract for the services required. Project Description A new classroom wing is needed at Bethware Elementary School due to increased enrollment and the age and condition of some of the classroom space. This additional classroom space would need to be connected to the existing main building and would include 14-16 additional classrooms, bathrooms, and a gymnasium and science lab. Included in the project is the potential renovation of the current front office and media center. Key Dates and Project Schedule Accept RFQs through September 15, 2023 Firm selection no later than November 13, 2023 Approximate project bid date is Spring of 2024 Proposal Format A written, electronic proposal must be submitted in the outlined format. Each proposal will be reviewed to determine if it is complete prior to actual evaluation. A total of one (1) paper copy and one (1) electronic copy of the written proposal shall be submitted. Proposal Content The written proposal should provide background information about the company, its employees, and its experience with related projects and related clients. It should cover the experience of the firm, as well as any consultants on the proposed team. For the purposes of this RFQ, the term company shall refer to the prime respondent of this RFQ, or in other words, the company with whom the District will contract. The term "consultant" shall refer to any and all consultants whom the prime respondent will be including on the project team. The proposal shall clearly delineate any experience, background, etc. between the prime "company" and "consultants". Specifically, the proposal should address the following in order: 1. Company profile listing: name, address, year established, type of ownership, size of the company and staff, and an organization chart. If the company has multiple offices, please list where the work on this project will be performed. 2. Identify responsible individual in charge of the project. 3. Information about the overall composition of the project team, including: the identity of key personnel, a description of their respective responsibilities and duties, and information on the experience of each team member with school planning projects. 4. Information about any consultants to be included on the team. Identify consultant, company name, address, telephone number, contact person, and names and job descriptions of key personnel. Describe the consultant's experience with school planning and assessments. 5. Information regarding the company's experience as a primary architect on a project team. 6. Summary of at least three (3) similar projects for which the company was responsible. Each of the project summaries should include: a. Description of the district, including size, scope of work, dates and overall description of the project b. Degree of involvement c. Consulting firms involved and their assigned responsibilities d. Project references including names, addresses and phone number of contacts. 7. Scope of current company workload, and ability to perform work on this project given the defined schedule. 8. Describe your experience in including the school community in the development of the design documents. 9. Proposed design approach and project delivery method by the company for this project. 10. Company proximity to and familiarity with the area where the project will be located. 11. Listing of any pending or settled lawsuits or professional liability claims in which the designer &/or company were involved during the past ten (10) years. 12. Listing of references of at least three (3) clients for whom the company and consultants have provided comparable services for school systems or educational organizations. Include name, title, district or organization, and telephone number for each reference. 13. Additional information the company respondent believes to be relevant to the selection efforts by the school district. Evaluation Proposals will be evaluated by a selection committee. The committee may include district administrators, school staff, Board of Education, and other stakeholders. The committee will determine if interviews are needed to make their final selection. The committee reserves the right to select an architectural firm based solely on the proposals if the committee feels no additional information is needed. The recommendation of the selection committee will be subject to a successful contract negotiation and approval by the Cleveland County Board of Education. Questions regarding this project should be directed to Dr. Fisher and submitted in writing to srfisher@clevelandcountyschools.org. Answers will be provided to all potential respondents. General Comments 1. Any cost incurred by respondents in preparing or submitting a proposal for the project shall be the respondent's sole responsibility. 2. All responses, inquiries, or correspondence related to this RFP will become the property of the school district. 3. The district reserves the right to refuse any and all packages received. 4. No cost proposals are to be submitted with the RFQ.
