MANDATORY Contractor Qualification Requirements: Prime Contractor shall be pre-qualified prior to submitting bid; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of NTP. Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement.
