The DPMC is seeking to engage the services of an Architectural firm with the objective to conduct a Programming and Feasibility Study, including an environmental assessment of the site, for the construction of a new Public Safety Complex on the grounds of the Meadowlands Sports and Entertainment Complex in Bergen County, NJ. The Public Safety Complex will house the operations, equipment and personnel for the NJ State Police Station, Fire Station and Emergency Medical Services which will serve the Complex. The Meadowlands Sports and Entertainment Complex, which includes MetLife Stadium, the New Meadowlands Race Track, Fanduel Sports Book, and the American Dream Entertainment and Retail Center, is located in East Rutherford, Bergen County. The Complex is at the intersection of three major highways I-95, Route 3, Route 120 that service over 100 million vehicles annually. It has a passenger rail station with service to Penn Station and NJ Transit has several bus stops throughout the Complex, including a bus hub outside the American Dream. The Public Safety Complex will include dedicated space for a Police Station, Emergency Medical Services and a Fire Station, all of which will serve the Complex and its tenants. The proposed location for the Public Safety Complex is the corner of Racetrack Drive and Berry Creek Road, currently an underutilized parking lot and existing structures, consisting of two dormitories, a barn and an administrative building. This location would allow easy access to the public, as well as being in a location that is central to all the tenants on the property . The consultant shall be a firm prequalified with the DPMC in: Architecture (P001) with a dollar rating of Unlimited. The firm shall also have in-house capabilities or identify sub-consultants prequalified in the following disciplines: 1. Civil Engineering P005, 2. Environmental Engineering P011 and 3. Estimating/Cost Analysis The proposer should also identify all additional architectural, engineering and specialty consultant disciplines necessary to complete the project as described in the scope of work. Only firms currently prequalified with DPMC in Architecture P001 with a dollar rating of Unlimited or have complied with the note below regarding the submission of a firms prequalification application by the date and time listed may submit. All joint venture firms must be separately prequalified in Architecture with at least one firm having a dollar rating of Unlimited. Please note there is a maximum 40-page limit for preliminary technical proposals (form 48B) submitted for this project. Any information beyond the 40-page limit will not be considered.
