MnDOT is doing road construction from 2-lane to 4-lane expansion on Highway 10 in Wadena and Highway 95 in Cambridge, MN. There are 16 parcels with structures that will need regulated waste materials removed that have been identified in the assessments performed by MnDOT's Oversight Contractor. The Selected Responder will be on-site to remove all of the regulated materials identified including wells, subsurface structures such as septic systems, cisterns and underground storage tanks. The goal of this project is to have all regulated materials removed from the parcels listed above prior to demolition/moves. This includes lead paint, peeling paint, PCB containing materials, mercury, as well as confirming the presence of wells and any subsurface structures such as septic systems, cisterns and tanks. Responder Requirements In order to submit a letter of interest, responders must be pre-qualified at the time this announcement is made available, in the work type(s) identified above. This project has its own "Official Pre-Qualified Consultant List" that indicates the responders that are eligible to submit for this specific project, which has been posted separately from this announcement. Note: If responders are not pre-qualified for all work types needed for a project, they must make arrangements to subcontract with firms that are pre-qualified for those work types. If applicable, the responder must identify, in the letter of interest, their subcontractor and which work type the subcontractor will be completing. MnDOT anticipates posting answers to all questions received by 2:00PM Central Daylight Time on 08/08/2023. To claim the TGB, Economically Disadvantaged (ED) or Veteran preference, as described below, the responder must complete and submit the "Targeted Group, Economically Disadvantaged and Veteran-Owned Small Businesses Preference Form" and submit it as part of their letter of interest, along with all documentation required by the form, and statutory requirements and documentation must be met by the letter of interest due date and time to be awarded the preference. TGB, ED and Veteran preferences are not cumulative, so a responder that is certified in multiple will receive only a twelve percent preference. Project Goal The goal of this project is to have all regulated materials removed from the parcels listed above prior to demolition/moves. Scope of Work and Deliverables See Attachment A - MnDOT's Standard Scope for this type of work. Regulated Waste Removal 1. Selected Responder will perform the regulated waste removal and hire the subcontractors to seal the wells, close and remove the septic systems and remove other subsurface structures (such as tanks and cisterns) as necessary on the above listed parcels. 2. All work will be completed in accordance with all applicable regulations. 3. All regulated materials/wastes must be removed a minimum of two working days prior to commencement of the demolitions/moves. 4. Selected Responder will attend a project kick-off meeting with MnDOT's Project Manager, if needed. 5. Work will begin upon contract execution and as parcels become available. Based on the nature of property acquisitions, expect multiple mobilizations to complete work. 6. Selected Responder will send all paperwork to MnDOT's oversight contractor, to be included in the final reports
