Introduction to the Project Under this Request for Qualifications ("RFQ"), the MTA Construction & Development Company ("MTA C&D"), invites interested design-build teams to submit statements of qualifications for Contract A46038 - Station Renewal of Chambers Street and 190 th Street Stations in the Borough of Manhattan. Respondents that are selected by MTA C&D in the RFQ process will be eligible to participate in the upcoming Request for Proposals for Contract A46038. 2. Contracting Methodology The Design-Build contract will be awarded as a fixed lump sum contract to the proposer that submits the proposal that MTA C&D determines, in its sole discretion, to offer the best value based on an evaluation of qualitative factors, as well as cost and schedule, following a two-step solicitation process. This method of procurement is intended to encourage development of innovative designs, planning and logistics while also optimizing schedule and the sharing of risks related to the Work. 3. Background Information and Project Scope Contract A46038 will provide for design build services to complete historically sensitive repair and replacement or renovation work, replacement of station stairs, installation of new artwork, constructing new track walls at the Chambers Street Station and constructing an ADA path of travel at the 190 Street Station. The Chambers Street Station is in lower Manhattan on the BMT Nassau Loop and is served by the J & Z trains. The Station has two mezzanines located respectively at the north and south ends of the station. Chambers Street Station has two active island platforms and one inactive center island platform with two active tracks and two non-revenue tracks. The station is ADA compliant with recently completed elevators servicing the north bound and south bound platforms. Street elevator access is from the Brooklyn Bridge Station. The station is listed on the National Register of Historic Places and was part of a phased construction of the David N. Dinkins Manhattan Municipal Building. This Municipal Building shares structural and architectural elements with the station. 190 Street Station is in Washington Heights neighborhood of Manhattan on the IND Eighth Avenue Line and is served by the A train. This station has one mezzanine accessed by three elevators from the upper Fort Washington Avenue Entrance and via a passageway ramped down to the Bennett Avenue Entrance. This station has two side platforms and two tracks. The station is listed on the National Register of Historic Places and has a distinctive granite clad entrance house along Fort Washington Avenue and Bennet Ave. This station is located within and under NYC Department of Parks and Recreation's Fort Tryon Park. General Project Scope of Work to be Completed at Each Station (unless specified otherwise): Design & construct concrete topping slab throughout the public areas; Design & construct new platform edges and toppings with ADA boarding areas; Design, replace, or modify to existing station elements, such as stairs & doors; Remove & replace all damaged station finishes; Restore and clean all historic station finishes and elements; Design & construct new track-wall partitions at the northbound side platform at Chambers Street station only; Design & construct new ADA compliant ramps and/or stairs; Design & construct structural repairs including columns and beams; Design & construct new platform edge lighting; Repair select back-of house rooms; Repair water infiltration prevention elements throughout each station; Provide comprehensive station painting; Fully replacing one track at each station; Coordinate Work with all third-party owners and authorities having jurisdiction, including but not limited to New York City Department of Parks and Recreation (NYCDPR), New York City Department of Citywide Administrative Services (DCAS), New York City Department of Transportation (NYCDOT), New York City Department of Environmental Protection (NYCDEP), etc. Scope of Work Specific to 190th Street Stations: Remove and replace the terracotta blocks of the ventilation shaft to match existing. Replace incoming water service and construct new water meter room. The exterior site Work includes: Street Stairs - Remove existing granite slabs, and clean, repair and reinstall with new setting bed. Remove and replace concrete paver landings including setting beds. Scrape, prime and paint wrought iron fences. Remove vegetation, repair damaged blocks, and repoint all grout joints of masonry walls. Repair, restore and reinstall cast iron light posts. Restore & repair vitreous brick decorative landing. Repair and replace, concrete sidewalk, bluestone sidewalk and granite curb. The exterior repair Work of the Fort Washington Ave & Bennet Ave Entrance House will include: Remove existing doors and frames. Replicate and provide new solid wood doors and frames. (1) door shall be ADA compliant with a power assisted door operator at minimum. Remove vegetation, repair damaged granite blocks & cast stonework & repoint all masonry joints. Repair damaged or corroded wall anchors of granite facade. Repair and repoint all parapets and coping stones & replace all flashing with new lead coated copper flashing. Restore, scrape, and paint all decorative arched grilles and gates and repair damaged stone tracery arches and sills. Replace louvers at ventilation shaft. Remove and replace existing windows with new IGU's (Insulated Glass Window Unit). Repair all stone sills, jambs, and lintels. Remove and replace all flat roofing assemblies with new built-up roof assemblies. Install new flashing, counterflashing, and termination bars. Replace all roof drains & install emergency/overflow drains at each flat roof. Replace subway entrance stanchions. Repair Bennet Ave Entrance facade louvers and woodwork. 190th Street Station ADA compliant ramp Work will include: Replacing all concrete topping slab throughout the bennet avenue passageway and provide ADA compliant sloped concrete topping. Constructing a new fare control area at the northbound platform. This Work includes: Remove the existing AFC rails, gate, and HXT. Provide AFC rails, AFAS gate, and operable AFC metal railing. Coordinate with AFC group to install two turnstiles
