Soldiers Home-Roosevelt Barracks Bathrooms ESTIMATED BID COST RANGE: $2,460,000.00 to $2,910,000.00 SUBCONTRACTOR LISTINGS: For bid proposals exceeding $1M, each bidder shall submit: Form A (HVAC, Plumbing, and Electrical) with its bid proposal or within one hour after the bid submittal time/date. Form B (Structural Steel Install, Rebar Install) within 48 hours after the bid submittal time/date. Forms A and B must be emailed to: FPSsubcontractorlist@des.wa.gov Additionally, all Public Works Bid Openings will be conducted via live stream on YouTube. A link to the live stream for bid opening can be found above. Contractors and the public will not be allowed to stay to watch the bid opening in person. We will strive to begin bid opening live streams within thirty minutes of the bid closing and appreciate your patience as we deploy this new process. Within 72 hours following the bid opening, results will be available on the FPS web site The State of Washington prevailing wage rates are applicable for this public works project located in King County. Bidders are responsible to verify and use the most recent prevailing wage rates. The "Effective Date" for this project is the Bid Form due date above. The applicable prevailing wage rates may be found on the Department of Labor & Industries website located at https://secure.lni.wa.gov/wagelookup/. Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Voluntary workforce diversity goals for this apprentice participation are identified in the Instructions to Bidders and the General Conditions for Washington State Facility Construction. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs. In accordance with RCW 39.30.060, if the base bid and the sum of the alternates (if applicable) combined together reach one million dollars or more, the Bidder is required to provide the names of the Subcontractors with whom the Bidder will directly subcontract for the performance of heating, ventilation and air conditioning (HVAC), plumbing and electrical for this project on Subcontractor List Form A within one hour of the bid submittal time via email to FPSsubcontractorlist@des.wa.gov. Supplemental Bidder Responsibility will be evaluated for this project. In determining Bidder responsibility, the Owner shall consider an overall accounting of the criteria set forth in "DIVISION 00 SUPPLEMENTAL RESPONSIBILITY CRITERIA". The State reserves the right to accept or reject any or all bids and to waive informalities. Criminal History background checks To protect residents of the Washington State Veterans Homes (WSVH) from contact with persons who have been convicted, or have a pending charge, of a crime or a negative action as defined in WAC 388-97 and WAC 388-113-0220, policy number 615.000 establishes standards for Washington Department of Veterans Affairs (WDVA) to conduct background checks for agency employees, applicants for employment, volunteers, work study, and contractors. All employees, applicants for employment, work studies, contractors, and volunteers who may have unsupervised access to vulnerable adults will be informed of the requirement for a background check and must provide written authorization for a background check using written authorization for a background check using DSHS Form 09-653 (Background Check Authorization). Failure to provide written authorization will disqualify the individual from employment and contracting with WDVA and Department Enterprise Services. All consultants, contractors and subcontractors working in WDVA campuses will adhere to Policy number 615.000 and its procedures. COVID-19 POLICY: Contractor personnel, including subcontractors, that will be working within the building shall follow the facilities guidelines and protocols for the use of personal protective equipment such as masks, eye protection, etc., daily on-site screening, and testing. Coordinate with facility representatives for applicable procedures at the time of construction. Conditions may vary depending on local conditions and local Department of Health requirements in effect at the time of construction, which are not dependent on State mandates. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
