Demolition, site work and asbestos abatement for a mixed-use development in Buffalo, New York. Working plans call for the demolition of a medical facility; for site work for a medical facility; and for asbestos abatement for a medical facility.

This pre-solicitation notice is to inform potential offerors that the Buffalo NY VA Medical Center will be posting a solicitation (36C24224B0024) on or about March 22nd, 2024, to provide all labor, materials, tools, equipment, and supervision necessary to perform renovations in the following areas in building 1: B1 Core, 138C, 138C-1, 138C-2, 138C-3, 139C, 635D, 637D, 638D, 929D, and 929D1. . All work performed on ACM shall be completed under abatement conditions, and all demolition materials shall be disposed of in accordance with all applicable state and federal regulations. Work includes, but not limited to the tasks listed: B1 Core: Remove approximately 750 square feet of carpet. Rooms 138C, 138C-1, 138C-2, 138C-3 & 139C: Abate and demolish all interior partition walls shown in attached drawing at full height, the tan joint compound was found to be ACM friable material. Demolish approximately 650 square feet of tan mottled 12 x 12 floor tile and associated black mastic. Floor tile and mastic was found to be ACM non-friable material. In conjunction with flooring removal all associated cove base shall be removed, this is non-ACM. Demolish approximately 650 square feet of non-ACM 12 x 12 acoustical ceiling tile and 4 x 2 dot & fissure ceiling tile. Rooms 635D, 637D, 638D: Demolish approximately 750 square feet white mottled 12 x 12 floor tile. Floor tile in 635D and 638D is a non-friable ACM material, the floor tile in 637 is non-ACM, and the associated black floor tile mastic is non-ACM. All associated 6-inch cove base and associated mastic is non-ACM and shall be removed as well. Demolish approximately 750 square feet of 4 x 2 dot and fissure ceiling tile, and ceiling plaster (base and finish coat). All ceiling materials are non-ACM. Demolish all interior partition walls shown in attached drawing at full height. Rooms 929D & D1 Prepare subfloor and install approximately 585 square feet of luxury vinyl plank flooring. Install approximately 585 square feet of acoustical suspension system and associated acoustical tiles. Repair, skim coat, sand, prime, and paint all walls. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 236220, "COMMERCIAL AND INSTITUTIONAL BUILDING CONSTRUCTION", with a size standard of $45M. Therefore this procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses. The estimated construction value of this is between $100,000 and $250,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.sam.gov in electronic format only. These should be available on or about March 22nd, 2024. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation and attaching to their bid. All bids and correspondence will be by email only to the Contracting Officer: Michael.Spivack@va.gov. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
