2.1 Project A - Terminal Island Rail System Grade Separation The proposed Terminal Island Rail System Grade Separation (TIGS) entails the following: • A new four-lane grade separated roadway that shall span three (3) existing Port of Los Angeles (POLA) mainline tracks, linking the intersection of Ferry Street and Terminal Way to the Terminal Island Maritime Support Facility (TIMSF). Attachment 1, a site map showing both the TIGS project and TIMSF project, provides a visual representation of the proposed construction. The new grade separation is currently envisioned to be constructed on fill material, retaining walls, and abutments, featuring a precast girder bridge. Attachment 2 provides one (1) conceptual plan view drawing of a proposed layout for the grade separation. Attachment 3 provides a profile view of the conceptual grade separation plan referenced in Attachment 2. • Modifications to the intersection of Ferry Street and Terminal Way to provide access to the new grade separated roadway; including the installation of a new and/or modified traffic signal. • A new westbound (WB) on-ramp from Terminal Way to the new grade separated roadway, between the intersection of Ferry Street and Terminal Way and the existing Terminal Way grade separation. This grade separation will provide access to the TIMSF which is located at the former LAXT 80-acre site and is enclosed by a loop of three heavily used rail tracks. Current access to and from the site is severely limited and constrained via an existing atgrade rail crossing, and by a one-way tunnel with substandard vertical clearance which requires manual flagging operation for non-concurrent movement in one direction. The Ports of Los Angeles and Long Beach (POLB) completed a joint rail study in December 2020 using current rail data and projections to identify future expansion needs over the next 25 years. Under opening year 2027 and year 2046 conditions, an estimated 1,325 and 3,030 trucks per day, respectively, will be blocked by trains (moving and stationary) for about 10 hours/day. The completion of this project will eliminate a significant truck access impediment into the TIMSF and connect the TIMSF to Terminal Way and Ferry Street. 2.2 Project B – Terminal Island Maritime Support Facility The proposed Terminal Island Maritime Support Facility (TIMSF) entails the following: • Redevelopment of the approximately 80-acres (Exhibit A) new backland facility will include removals (including contaminated soil removal), grading, paving, pavement marking, electrical and power infrastructure, high mast pole lighting, security fencing, storm water drainage system, low impact development improvements, sewage system, potable water, and fire protection. 7 • New electric charging stations. This site will operate using zero emission equipment and will include three (3) electric charging stations. • New roadability canopy, two (2) longshore restrooms, and two (2) guard booths. • Modifications to the existing tunnel access to the current TIMSF facility for emergency use only. The 80-acre backland site at 740 Terminal Way in San Pedro, CA 90731 on Terminal Island will be used for a permanent chassis support facility and container storage for three separate operators. The facility will support activities such as chassis dispatch, stacking and storage, maintenance, other roadability services, and stop/start functionality. The backland will be linked to the rest of the Port by the TIGS. POLA completed 23.3 acres of temporary site improvements (CMB pavement) to the existing 80-acre site in October 2021. This previous project was completed under emergency development to help alleviate vessel congestion by providing additional storage area to stack empty containers and chassis. The Scope of Work shall include, but is not limited to, project management, coordination, design, preparing drawings, specifications, engineering calculations, cost estimates, schedules, studies, and reports for: ? Architectural, civil, electrical, mechanical, plumbing, structural design, and traffic control; ? Geotechnical; ? Contract and record documents; ? Applying for and obtaining plan checks and permits; ? CAD drafting; ? Grant and/or funding support; and ? Engineering support during environmental assessment, bid, and construction.
