As of May 17, 2024, this solicitation has been awarded. *The closed solicitation has been included below for reference: Stony Brook University Hospital intends to make an award for the above-noted commodity, product, and/or service. A sealed RFQ (Request for Qualifications) will be held. If you are interested in providing qualifications for the above commodity/product and/or service, you must contact the appropriately designated Campus contact in this advertisement within 15 business days of this Advertisement Notice. The main features of the work to be done under the Contract, in accordance with the Contract Documents shall include, but not be limited to the following: Stony Brook University Hospital is in need of MEP Systems to be Commissioned - A Phased Installation for (2) two new Gas Fired Clean Steam Generators (GFSG) (Phased Work - Only one (1) CSG is to be removed from service, and replaced while the 2nd existing CSG remains operational. The new (GFSG) will then be tested/Cx before the second boiler/CSG is removed from service and replaced). Natural Gas Meter Piping P&ID Walk-down (Natural Gas, Medium Pressure Steam, Vents, RO/DI) Steam Trap RO/DI System Modifications including: chemical storage tank, pumps, R/O storage tank, RO/DI skid Electrical Modifications Building Management Systems Automation/Controls - All sequences within the project scope he main features of the work shall include, but not be limited to the following: Scope of Work: Independent Third-Party Commissioning Services on a Phased Installation: For (2) two new Gas Fired Clean Steam Generators (GFSG) (Phased Work - Only one (1) CSG is to be removed from service, and replaced while the 2nd existing CSG remains operational. Pre-Construction Phase - Create and Develop the Commissioning Plan Encompassing the Construction, Occupancy and Acceptance Phases of the Project: - Review the Documents including the Construction Set Provided by the Design Team and SBUH/SBM - PMO to Determine the Commissioning Requirements and Activities for the Commissioning Plan NOTE: Basis of Design: The Manufacturer and Model being Submitted and Procured by the Contractor - Fulton Model VSRT-80 - Attend Construction Document Review and Commissioning Scope Meetings (Note: (1) one meeting anticipated to review the Commissioning Plan) Construction through Acceptance Phase - Organize the Commissioning Process Components and Conduct a Pre-construction Scoping Meeting, where the Commissioning Process Requirements are Reviewed with the Commissioning Team - Coordinate and Direct Commissioning Activities - Hold a Commissioning Kick-off Meeting with the Contractor and the Construction Team - Work closely with Stony Brook Medicine (SBUH/SBM) and the Construction Team to Integrate Commissioning Activities into the Construction Schedule - Coordinate a Control Integration Meeting - Review and Comment on Submittals - Create and Execute Pre-Functional Checklists (PFC) for All Equipment and Systems to be Commissioned - Perform Site Visits to Observe Component and System Installations as specified - Develop and Write Construction Checklists with Necessary Assistance and Review from the Installing Contractors as Required and Execute and Complete all Pre-Functional Checklists (Note: this is to be Hands On and performed by the Commissioning Agent) - Hold Commissioning Meetings and Attend Selected Job-site Meetings to Obtain Information on Construction Progress (Note: Anticipate (6) six meetings and provide a per meeting fee in case additional meetings are deemed necessary) - Organize and Conduct Periodic Commissioning Team Meetings Necessary to Plan, Develop the Scope, Coordinate, Schedule Activities and Resolve Problems - Review Meeting Minutes for Revisions/Substitutions Relating to the Owner's (SBM/SBUH) Design Intent and Assist in Resolving Discrepancies - Create Functional Performance Test (FTP) Protocols - Perform FPT's to Verify Sequences and Performance (Note: this is to be Hands On testing, and performed by the Commissioning Agent) - FPT's are to include Observing/Witnessing Equipment Start-ups (NOTE: Gas Fired Clean Steam Generator installation to be Phased, as noted above, as well as the start-up and testing of the RO system and water treatment system) - Write Testing Procedures with Necessary Assistance and Review from the Installing Contractors as specified - Direct the Execution of Tests by the Contractors as specified - Witness and Recommend Approval of all Manual Functional Performance Tests Performed with Installing Contractors - Maintain a Master Commissioning Issues Report for Tracking Issues to a Resolution, and a Separate Testing Record Available to All Parties at All Times. Provide to the Owner (SBM/SBUH) and Key Team Members Written Progress Reports and Test Results with Recommended Actions. The Issues Log is to be Web-based so it is Accessible to All Parties 24/7 - Witness and Document the Correction and Re-testing of Non-compliant Items by the Contractor. All items Relating to Commissioning that are Entered into the Issues Log are to be Re-inspected by the CxA and Can Only Be Closed by the CxA - Coordinate Retesting as Necessary until Satisfactory Performance is Achieved - Schedule Seasonal Testing, as needed and as specified for this scope - Review the Systems Manual for Achieving the Owner's (SBM/SBUH) Project Requirements - Review, Recommend Pre-approval, and Verify the Training Plans for Stony Brook Medicine (SBM/SBUH) Facility Operators provided by the Contractors - Verify Delivery of the Systems O&M Manuals, Review, and Provide Review Comments - Review Equipment Warranties - Review As-Built Drawings and Provide Review Comments - Provide a Commissioning Report. Post Acceptance Phase - Schedule and verify any Deferred and/or Seasonal Testing by the Contactor as specified - Update and Complete the Final Commissioning Report. Please see RFQ Document 7555-01 for additional information on scopPre-Construction Phase - Create and Develop the Commissioning Plan Encompassing the Construction, Occupancy and Acceptance Phases of the Project: This will allow for inclusion on the Project's Plan Holders List and direct receipt of any Addenda and/or Clarifications that may be issued. RFQs submitted by firms who have obtained forms in any other manner will be considered informal. TimeLine: RFI's (Request for Information - Technical Questions) All Bidders' questions must be submitted in writing, citing the particular RFQ page, section, and paragraph number where applicable to Patricia.Firman@Stonybrook.edu by August 7, 4:00 PM. Questions received after the closing date for inquiries will not be answered. All questions must be relevant to the firm's response to this RFQ. RFI Responses - Copies of all relevant questions, with official responses, will be provided in writing to all interested firms who have requested this RFQ by August 11, 2023, or as soon thereafter as possible. Only written answers are official. Submission of RFQ - RFQ's must be sealed, one (1) with all original signatures marked ORIGINAL and five (5) copies submitted in accordance with the instructions contained in this RFQ. Consultant Minimum Qualifications Minimum of five (5) years' experience of completed major electrical, including NFPA 110 critical power, projects within hospitals of similar size with associated rules and regulations. Work portfolio to be included in RFQ package. Bidders must supply at least three references from similar clients that they have successfully completed in the last five years Must have experience with LEED/sustainable design. Principal must be NYS licensed architect. Provide a list of staff members, titles, and credentials. Must be familiar with the Certificate of Need (CON) documents utilized by Stony Brook Medicine representatives. Stony Brook Medicine (SBM) is committed to following the Hospital's leadership mandate to implement sustainable and/or energy-conserving products/building materials that would be required to achieve a minimum of LEED Silver status. LEED certification may or may not be applied for but the required documentation should be appropriately available upon the request of SBM. Therefore, procured products shall meet the established sustainable standards consistent with their restrictive industries such as Green Guard, FloorScore for flooring products, BIFMA for Business and Institutional Furniture, CertiPUR-US for products containing foam material, etc. All vendor estimates, proposals, and quotes must be accompanied by the appropriate reference to the respective certifying agency and or the products within the design that meet these standards.
