Site work, paving and renovation of a mixed-use development in Birdsboro, Pennsylvania. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; road / highway; and road / highway.
As of December 11, 2023, the project has been awarded, however, a timeline for construction has not been confirmed. Exeter Township will accept sealed Prime bids for General Construction and Electrical Construction for improvements to Pineland Park, located at 420 Pineland Road, Birdsboro, PA 19508. The work will be done through a combination of forces / contractors. These include: o Township Forces (and Plumbing Contractor furnished by the Township) o General Contractor (Prime for pavilion/bathroom construction)) o Electrical Contractor (Prime) o Playground Contractor (materials and labor purchased by the Township through the PA COSTARS program.) Responsibilities of each entity is as follows: General Contractor (General Construction Bid): 1. Test bearing capacity of the soil by an approved method to ensure that it is 1500 P.S.F. or greater. Provide local structural engineer approval / seal for building slab and column footing design. This service can be supplied, at the contractor's option, by Cedar Forest Products. 2. Install slab and footing for pavilion / restroom. Coordinate wiring conduit and pipe locations with building layout and electrical and plumbing contractor. 3. Assemble / install building (to be purchased by Township) from Cedar Forest Products (see specifications). 4. Coordinate work in and around (5 feet from) building with the Electrical Contactor and Plumbing Contractor and Township. Electrical Contractor (Electrical Construction Bid) 1. Install electrical service to new building, supply and install circuit breaker to meet all applicable codes. 2. Install outlets, lights, and other building kit fixtures and devices. 3. Supply and install all miscellaneous parts, wiring, conduit, and other fasteners to make the work complete and functional in every way. 4. Coordinate work with General Contractor, Plumbing Contractor, and Township. Township / Township Forces / Plumbing Contractor (by Township): Demolition and site preparation 1. Sawcut Existing Asphalt Pavement 2. Remove and Dispose Existing Asphalt Walkway 3. Remove and Dispose Existing Asphalt Roadway 4. Remove and Dispose Existing Mulch 5. Remove and Dispose Existing Play Equipment 6. Remove and Dispose Existing Swings 7. Remove and Stockpile Existing Site Furnishings 8. Remove and Stockpile Existing Entrance Sign 9. Excavate Trench for Water and Plumbing Utilities 10. Grading and Earthwork Installation of new site improvements 1. Stake out of all work by General Contactor (building location) 2. Asphalt Pavement (Pedestrian) 3. Asphalt Pavement (Roadway) 4. Asphalt Stone Base Course, 6" thick 5. Recycled Rubber Wheel Stop 6. Crosswalk Striping 7. Detectable Warning Surface 8. Concrete Pavement, 4" thick 9. Concrete Stone Base Course, 6" thick 10. DCNR Brass Plaque on Cedar Wall Building 11. Interpretive Signage 12. Handicap Parking Sign 13. Handicap Symbol 14. Handicap Van Zone Striping (4" wide, blue) 15. Install Existing Entrance Sign 16. Lawn Mix 17. Warm Season Grass Mix Plumbing Contractor (through Township) 1. Installation of sinks, toilets, and all building plumbing 2. Supply water and sewer service to new building 3. Coordination with General Contactors, Electrical Contactor and Township. Playground Contractor (through the PA COSTARS Program) 1. Excavate area for playground, supply and install stone base, drainage piping, flush concrete curb, fibar engineering safety surface. 2. Supply and install playground equipment as specified. 3. Coordination with General Contactors, Electrical Contractor, and Township. Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders. Laws and regulations applicable to this Contract include the following: Commonwealth of Pennsylvania "Steel Products Procurement Act" - Act No. 3 of l978 as amended. Pennsylvania Prevailing Wage Act (Act of 1961, P.L. 987, No. 442). Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. The applicable wage predetermination is included in the Project Manual. The successful bidder will be required to provide a performance bond in the amount of 100% of the successful bid amount. All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status, or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met. There will be no Prebid meeting. The Owner reserves the right, at its option, to waive as an informality any defects, errors, or omissions in any or all Bids; and to reject any or all Bids. Question Deadline 08/16/2023 at 4:00 PM ET *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. $230,000 -- $275,000.
