There is no minimum DVBE participation requirement for this solicitation. Engineers Estimate: $125,000 - $175,000 Contract Term: One Year from Notice to Proceed Contract Performance Period: 90 Calendar Days from Formal Start Work Date Bid submission time will be as of the electronic time stamp associated with when the electronic email submission was received. Submissions with attached PDF documents in excess of 10 Megabytes in size risk being rejected and can be deemed unresponsive. DPR will provide an individual electronic email response confirming receipt of each submission received. If a confirmation receipt is not received within 30-minutes of submission, please contact Merrilee Byrnes at Merrilee.Byrnes@parks.ca.gov to confirm your bid was received. Confirmation receipt is not a representation by DPR that the submitted bid is responsive and complete. Bidders shall ensure that the electronic submission contains the attachment, the documents are fully responsive and lack any deficiency and is directed to the appropriate email address (DPR.PWBIDS@parks.ca.gov ) without error. Failure to do so risks the bid being deemed unresponsive. It is recommended that Bidders submit bids at least an hour in advance of the bid submission deadline to allow for confirmation of bid submission. Bid will be opened publicly over conference-call, individuals interested in calling into the conference must send their request into DPR.PWBIDS@parks.ca.gov to receive a conference participation access code. Please ensure a request for conference-call is submitted 24-hours in advance to allow DRP adequate time to accommodate all Bidders. Bids will be submitted for performing the work as follows: Furnish all labor, materials, tools and equipment necessary to repair or replace the hydraulic ram and associated equipment of the existing elevator at HEILBRON MANSION in Sacramento County, California, complete and in accordance with the plans and specifications therefore and such addenda thereto as may be issued prior to bid opening date. The bidder agrees to complete all work within Ninety (90) calendar days from the date of written notice to commence work. This time includes ten (10) calendar days allowed for the contractor to begin work. Questions and Answers: Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the States attention by including your comments to Merrilee Byrnes at Merrilee.Byrnes@parks.ca.gov NO LATER THAN 2 p.m., seven (7) calendar days prior to bid opening date. Answers will be provided by Addendum which will be emailed to job showing attendees or emailed upon request submitted to Merrilee Byrnes Merrilee.Byrnes@parks.a.gov. No bid will be considered unless it is made on a standard bid form furnished by the Department of Parks and Recreation, and is made in accordance with the Instructions to Bidders. Bids must be submitted for the entire work as described herein. The Department of Parks and Recreation reserves the right to waive any irregularity in a bid or to reject any or all bids. The apparent low bidder will be required to execute a contractual agreement in the form of a Standard Agreement - Form 213 which shall be binding upon the State of California only upon approval by the State. Bond requirements for contracts exceeding $5,000 are stated in the General Conditions, DPR 483, Section 00700. In accordance with the provisions of Section 1770, 1773 and 1773.1 of the Labor Code, the Department has ascertained that the general prevailing rate of wages in the county in which the work to be done be as listed by the Department of Industrial Relations (415) 703-4780. Notice of Requirement for Nondiscrimination Program: Your attention is called to the Nondiscrimination Clause set forth or referred to herein, which is applicable to all nonexempt State construction contracts, and subcontracts, and to the Standard California Nondiscrimination Construction Contract Specifications set forth herein As stated in the Instructions to Bidders, any requests to withdraw a bid must be submitted in writing. Public Works Contractor Registration Program - SB 854: 1) No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. 2) No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 3) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Bids exceeding $5,000 shall have enclosed cash, a cashiers check, certified check, or a bidders bond, executed as surety by a corporation authorized to issue surety bonds in the State of California, made payable to Director of Parks and Recreation, in an amount equal to at least 10 percent of amount of bid. When the Contract Sum exceeds five thousand dollars ($5,000), Contractor shall furnish, in duplicate, a Payment Bond, to accompany the Contract, in an amount equal to one hundred percent (100%) of the Contract Sum securing payment for laborers, mechanics, and material suppliers used on the Work under the Contract. Payment Bonds shall be prepared on a Payment Bond to Accompany Construction Contract (STD. 807) as furnished by State. When the Contract Sum exceeds five thousand dollars ($5,000), Contractor shall furnish, in duplicate, a Performance Bond, to accompany the Contract, in the amount equal to at least one hundred percent (100%) of the Contract Sum guaranteeing faithful performance of the Work. Performance Bonds may be prepared on standard bonding company forms. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
