Demolition, site work and new construction of an educational facility in Los Angeles, California. Completed plans call for the demolition of a educational facility; for the construction of a educational facility; and for site work for a educational facility.
The proposed Project consists of the construction of new school buildings, the modernization of existing school facilities, and the demolition of aging and deteriorating buildings. The Project scope also includes, as necessary, to accommodate the temporary displacement of any facility and its associated function during construction. 2.1 Detailed Scope of Work A. Maintenance & Operations/home concessions and restrooms with storage 3. Visitors' concessions and restrooms with storage 4. Covered walkways/arcades B. Demolition 1. Select existing covered walkways/arcades as impacted by the project scope 2. Cafeteria Building/Lunch Shelter 3. Shop Building #1/Weight Room 4. Classroom Building #5 5. Parent Center Building 6. Seven relocatable classroom buildings (A-795, A-796, A-797, A-798, AA-396, AA-290, AA-324) 7. Two (2) J-Buildings (J-131 & J-219) 8. Stadium Restroom Building (J-120) 9. Stadium ticket booths 10. Relocatable Storage Building (AA-293) 11. Storage Building (M-900) 12. Visitors' Concessions Storage Unit 13. Existing running track 14. Existing football field turf 15. Existing scoreboard C. Site Improvements 1. Utilities upgrades within limits of work a) Replace and upgrade storm water, sewer lines and water lines b) Electrical and low voltage upgrades c) CCTV and site lighting upgrades 2. Landscaping and irrigation 3. Hardscaping 4. Fencing and gates 5. Site furnishings and accessories 6. Trash enclosures 7. Parking 8. Exterior painting of remaining structures, including miscellaneous support buildings (utility, storage, etc.) 9. Path-of-travel and barrier removal upgrades 10. New synthetic running track 11. New natural grass football field with irrigation 12. Upgrades to the track features within the field (i.e., long jump, high jump, shot put) 13. Bleacher repairs (including accessibility upgrades) 14. New LED scoreboard D. Utility agency approvals and connections E. Approvals from other Regulatory Agencies as required F. Coordination of District furnished furniture, fixtures and equipment (FF&E) G. Interim facilities as required to implement proposed project phasing H. Upgrade/recovery of any campus areas as impacted by interim housing I. Improvements as required by the Americans with Disabilities Act (ADA), Division of the State Architect (DSA), California Environmental Quality Act (CEQA), Department of Toxic Substances Control, and any other required improvements or mitigations to ensure compliance with local, state, and/or federal facilities requirements Requests for Clarification/Information (RFC/RFI) Due 3:00 p.m., July 12, 2023 RFC/RFI responses issued by District July 19, 2023 Shortlist Announced August 18, 2023 Issuance of RFP (on or before) August 28, 2023 Workshop #1 Week of September 18th, 2023 Workshop #2 Week of October 9th, 2023 Last Day to Submit RFCs/RFIs October 18, 2023 Issuance of Final Addendum October 25, 2023 Draft Non-Price Proposal/Final Pres. Materials Due 11:00 a.m., November 17, 2023 Final Presentation Week of November 27th, 2023 Issuance of Confidential Comments December 13, 2023 Final Non-Price Proposal Due 11:00 a.m., December 22, 2023 Sealed Price Proposal Due 11:00 a.m., January 19, 2024 Selection of Design-Build Entity/Notice of Intent to Award January 2024 Anticipated BOE Approval to Award Contract March 2024 Anticipated Issuance of Notice to Proceed March/April 2024 The project is anticipated to be completed no later than the second (2nd) quarter of 2029. The project may be developed in phases, allowing the school to be fully operational during construction. During the RFP Design-Build Competition, each of the shortlisted Proposers will be required to submit their best schedule and phasing plan that meets or exceeds the goals of the project. Consideration should be given to all major logistical factors such as school operations, construction phasing, labor and materials conditions and impacts to the surrounding neighborhood. Electronic Format: Provide one (1) USB of the SOQ, using read-only Word files or Adobe Acrobat PDF files and email one (1) copy to jenny.trieu@lausd.net on or before the due date and time indicated in the Important Initial Information page of this RFQ. Request for Qualification Submittals: Design-Build Entities may mail, ship or hand deliver (1 unbound original and 1 USB) qualification submittals in a sealed envelope or box clearly marked "R-23022 - Canoga Park High School Major Modernization Project" and submit to the address as indicated in the Important Initial page of this RFQ. Both electronic mail and hardcopy submissions are required. Oral, telephonic or fax submissions will be rejected. Submittals will be time and date stamped upon receipt. At the sole discretion of the District, submittals received after the time and date indicated may not be accepted. Factors, including, but not limited to, traffic, weather, parking, and building security, are the responsibility of the Design-Build Entity, not the District. Submittals are due no later than date and time indicated in the Important Initial Information page of this RFQ. Design-Build Entities shall assume full responsibility for timely delivery at the location designated for receipt of submittals. The SOQ submittals will NOT be publicly opened. Design-Build Entities will bear all costs of this RFQ/RFP except for any compensation provided by the District. Provide identification of the person authorized to contractually bind the Design-Build Entity, including, without limitation, the authority to bind Design-Build Entity to the terms of contract adjustments and certify under penalty of perjury that the SOQ is accurate and complete. The District may investigate the qualifications of any proposer under consideration, require confirmation of information furnished by a proposer, and require additional evidence of qualifications to perform the services described in the RFQ/RFP. The District reserves the right to: a. Reject any and/or all proposals. b. Revise through Addendum and/or cancel the solicitation. c. Issue subsequent solicitations. d. Remedy technical errors in the solicitation process. e. Award in any combination of the bid (e.g., by line, by category, as a whole, or not award). f. Seek the assistance of outside technical experts in qualification and proposal evaluation. g. Approve or disapprove the use of particular subcontractors. h. Award a contract to one or more proposers. i. Waive informalities and irregularities in the RFQ/RFP. j. Award without discussion. k. Disqualify proposers upon evidence of collusion with intent to defraud or other illegal practices on the part of the proposers. l. Negotiate contract terms with the apparent successful Proposer District has adopted a Small Business Enterprise ("SBE"), Micro-SBE, Veteran Business Enterprise ("VBE") and Disabled VBE Participation Program ("DVBE"), which includes businesses owned by small business enterprises, as defined by SBE, Micro-SBE, Veterans and by Disabled Veterans. District has established participation goals to attain twenty-five percent (25%) of the contract dollars going to certified SBE/Micro- SBE and five percent (5%) going to VBE/DVBE. All Proposers shall implement policies, procedures and methods to meet these goals, which may include but not be limited to the procurement of supplies, equipment, technical services, and/or other services under this contract.
