Scope of Work 2.1. Project Site Description The Mount Vernon combined sewer system is comprised of a network of sewer and stormwater pipe facilities in two main area of the city; the historic downtown commercial/residential area between I-5 and the Skagit River and the older hilltop residential area described above. The hilltop area is the main focus of the study because of its elevation advantage to maximize the use of gravity flow. This area has been divided into nine sub basins (see attached map) and have been included in a flow study performed by ADS (attached) in 2022. This report will be the initial basis for analysis; it is expected that additional flow study data will be needed to understand feasible separation strategies within the sub-basins. There are separated, "modern" storm piping in these areas that discharge to a sewer manhole (combined sewer) as well as direct connections to combined sewer piping. Separation design is expected to be a combination of disconnecting direct flow piping into new parallel storm systems and rerouting existing storm from a combined sewer discharge. 2.2. Scope of Services The City is seeking professional engineering and technical services for study, evaluation, and design of primarily the "Hilltop" residential area to plan the best phased approach for disconnecting storm water from the combined sewer system. This will include a preliminary design for a Phase 1 effort sufficient to provide a cost/benefit analysis and support grant funding applications for Phase 1 design and construction. Provide general planning for future phases. Project elements include: Investigation of existing piping (field work and as-built information) Collection of additional system flow data, as required. System flow modelling and analysis. Layout and design of new storm piping systems required for separation and discharge. Phasing plan for initial separation effort and logical future phases. Planning level design (less than 30%) sufficient to develop phasing options. Grant application assistance to proceed with phase 1 development. Design Services will include: Preparation and submittal of planning level design documents including drawings, specifications, and cost estimates. Relevant analysis, studies, and reports. Survey services for design, as required. Coordination with utility companies to anticipate potential relocation needs. Assistance in preparing grant applications and supporting documentation. The work requires familiarity with all current WSDOT and APWA design standards, Criteria for Sewage Works Design (Orange Book) as well as WSDOT road construction standard specifications. All plans developed by the consultant are required to be sealed by a Professional Engineer (P.E.) licensed in the state of Washington. The City will require AutoCAD format drawings that achieve a high-quality level of plan preparation. The schedule that has been proposed by the City includes starting the preliminary engineering design and permitting in May 2024, completing final design and permitting in October 2024; construction anticipated in May/June of 2025. 2.3. Evaluation and Selection Process The selection committee will evaluate all submittals based on evaluation criteria to include: Overall presentation and content of submittal Project understanding, delivery, scheduling, and management approach Qualifications of the firm and project team relevant to the Scope of Services, Statement of Qualifications and references Project team members level of involvement in firms example projects Ease of access to the firm's project staff Contract management competency; confirmed by references Relevancy of similar projects and references Experience with applicable permitting/agency coordination (i.e. WSDOT and DOE). Rankings will result in the development of a short list of firms to be interviewed. The City reserves the right to select the most highly qualified firm based solely on the written response to the evaluation criteria. The City will be the sole judge in the determination of the most highly qualified firm. The highest ranked consultant may be invited to enter into contract negotiations with the City. If an agreement cannot be reached, the next highest ranked consultant may be contacted for negotiations. The City reserves the right to terminate negotiations with any consultant should it be in the City's best interest. Questions and answers will be received and responded to using the City's e-Procurement Portal. Summary The City of Mount Vernon ("City") is seeking submittals from engineering firms interested in providing professional design services for a storm water separation project. This project will include a feasibility analysis and initial design for separating storm water from the combined sewer system in the hilltop area generally bounded by Fir Street, Section Street and S 15th Street (see attached basin map). It is expected that the study will develop a phased approach to implementation based on cost and impact of potential improvements. The successful firm will have experience in combined sewer systems, flow modeling/analysis, civil design, sewer and storm system design, state, and federal storm water discharge regulations, permitting, grant assistance, and right of way services as required. The City invites interested parties to respond to this Request for Qualifications (RFQ) by submitting their qualifications relating to this project. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. Upon consideration of the submittals, the City will negotiate final terms with the selected party.
