Site work and paving for a mixed-use development in Augusta, Georgia. Conceptual plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Hancock County is seeking an architectural/engineering firm to provide design services and construction management for its project funded by the American Rescue Plan Act (ARPA), State Fiscal Recovery Fund (SFRF), awarded under the Governor's Office of Planning and Budget's (OPB) Improving Neighborhood Outcomes in Disproportionately Impacted Communities grant program. Hancock County is proposing to develop on the 8.5-acre site with one mile of internal trails, including a new sidewalk along Whaley Drive to connect to the existing sidewalk on Hamilton Street. Most of the trails will be 10' wide to support both pedestrians and bicyclists. Hancock County Park will also include a nine-hole disc golf course between the trail network, a large, central pavilion to host family picnics and community events, a playground with a smaller pavilion for parents, outdoor fitness equipment, a restroom/storage building, and a parking area. Additional amenities will include benches, lighting to increase safety and allow for nighttime activities, new trees and landscaping, and a new accessible pedestrian crossing across Augusta Highway to integrate the new park with the existing recreation site, The existing recreation site consist of the youth center building and recreation center building. The goal of the new facility is to provide active and passive recreational opportunities to meet the current and future needs of the residents of the disproportionately impacted communities located in QCT 4804. The objective is to create a community space to meet the varied needs and interests of the community as well as provide recreation opportunities for people of all ages, races, and socioeconomic status. Funding has been authorized for eligible construction expenditures incurred by the County during the performance period for this grant, which is between May 19, 2023 and October 31, 2026, or the date of exhaustion of funding for the purpose of this Grant as solely determined by OPB, whichever is earlier ("performance period"). Responding firms should be technically qualified and licensed to provide design and inspection services for local, state and federally funded projects. Procedures for selection of an individual/firm will be in accordance with the RFQ package and local procurement requirements, as well as the requirements of Procurement Standards in Title 2 C.F.R. 200.317 - 200.327, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, and applicable subparts and within the grant managements system administered by the Governor's OPB Georgia Grants. Hancock County reserves the right, in its sole discretion, to reject all submissions, reissue a subsequent RFQ, terminate, restructure, or amend this procurement process at any time. Hancock County reserves the right to request additional information from any consultant submitting under this RFQ if it deems such information necessary to further evaluate the consultant's qualifications or for clarification. Hancock County reserves the right to interview any consultant submitting under this RFQ. Hancock County reserves the right to waive informalities and minor irregularities in submittals and reserves the sole right to determine what constitutes informalities or minor irregularities. Consultants shall be responsible for all costs associated with consultant's submittal. All qualifications will be evaluated in terms of quality of RFQ packet and responses, project approach, timing, experience, quality of work, and capacity of performance. Past performances on local government construction projects will be assessed in terms of timeliness, completing work within budget, and quality of work. In the event Hancock County elects to negotiate a contract with a selected consultant, they reserve the right to negotiate such terms and conditions of the contract, including, but not limited to scope, role, price, and staffing which may be in the best interests of Hancock County.
