Demolition and site work for a mixed-use development in Detroit, Michigan. Completed plans call for the demolition of a educational facility; and for site work for a educational facility.
The Detroit Public Schools Community District is seeking proposals to abate, demolish, remove, and dispose of the former school building, powerhouse boiler building and chimney at 2962 Fairview Street, Detroit, Michigan 48214 (the former Foch Intermediate School), as well as remove the tunnel connecting Southeastern and Foch, remove debris, and restore the site to a level, grass and tree covered vacant property suitable for future redevelopment. The selected contractor is to provide all labor, equipment, materials, and incidentals necessary to obtain all permits, clearances, inspections, submit all notifications, plans, applications, and pay all fees necessary to abate, transport and dispose of all asbestos and other regulated materials. They are also to demolish and dispose of structure, perform other site improvements, and place backfill, topsoil, grass seed and mulch. All WORK shall be performed in accordance with Contract Documents (including Technical Specifications) and local, state, and federal rules and regulations. The work covered by this section summarizes the work for abatement, disposal of asbestos and hazardous/regulated materials, demolition of structure and all on-site improvements/features, and site restoration. The Detroit Public Schools Community District's (Owner) purpose is to abate, demolish, remove, and dispose of the former school building, tunnel connecting Foch and Southeastern, the power-house boiler building and chimney in their entirety. Public sidewalks, utilities, and all improvements in the right of way and on adjacent private properties shall be protected. Following demolition, the site is to be backfilled in accordance with project specifications and restored to the existing grade (generally level with the surrounding properties). Damage caused by the contractor (including subcontractors) to paved areas and site improvements outside the work area, public streets and alleys, sidewalks, right- of-way, or other protected features shall be repaired by the contractor at no cost to Owner. Subsurface features/improvements including but not limited to building footings/foundations and utilities are to be removed in their entirety. The depth of the proposed ground disturbing activity is not defined and will be the contractor's responsibility regardless of depth. Location of utilities are not defined. It will be the contractor's responsibility to locate and "cut and cap" utilities in accordance with municipal and utility company's requirements, obtain open-hole inspections, and prepare and submit an "As - Built" drawing showing the types, sizes, locations, and elevations of utilities and associated "cut and caps". The contractor shall be prepared to protect utility, manholes, and structures as identified by the Owner during the open-hole process, as the re-use of selected utility/structures may be enacted by the Owner. The property is proposed to be left as a level, grass and tree covered vacant property, suitable for future redevelopment at the end of this contract. The contractor may be requested to leave a section of the backfilled site without the topsoil, seed, mulch, or trees. Further, the section identified in Diagram 2, is to have construction security fencing per specifications and may be turned over to another construction management firm for further site development. The selected contractor of this package and the future site development construction manager will be required to communicate and negotiate the limits of site turnover including fencing / security assignments. The requirements for this turnover shall be included in the demolition contractor's General Conditions. The scope of work for the project involves furnishing all labor, equipment, materials, services, and incidentals (necessary items not specifically mentioned) to demolish, remove and dispose of all specified building structures and foundations, pavement, site features, asbestos containing materials (ACMs), hazardous/regulated materials, other building contents, and miscellaneous debris; terminating all utilities; and conducting site restoration. The proposed work/demolition area is shown in the attached figure and further described. The following includes a general summary of the items listed in the bid form. The contractor is responsible to coordinate their work with Owner and/or Owner's Representative, utility companies, municipality, regulatory agencies, and other affected parties. Specifically, the contractor is responsible to provide all preparation work, ancillary supplies, appurtenances, and incidental work including all labor, materials, and equipment to complete the following tasks according to these specifications, and in accordance with applicable regulations, codes, ordinances, and industry. A. The contractor and/or subcontractors shall furnish all labor, materials, facilities, equipment, services, employee training and testing, permits necessary to safely access, remove, transport, and dispose of asbestos and other hazardous/universal wastes in the areas identified and in accordance with these specifications, the EPA, OSHA/MIOSHA, and DOT regulations. B. All materials, products, and items noted in the Pre-Demolition Asbestos and Regulated Material Survey Report, and those found on-site and identified in the report shall be safely removed and properly disposed of at no additional cost to owner. Should a material or product be encountered that is not identified in the Pre-Demolition Asbestos and Hazardous Material Report, notify the owner and/or owner's representative immediately.
