As of December 15, 2023, construction expected late 2023. The South Carolina Department of Transportation plans to convert the current intersections, SC 81 @ Cely Ln. (L-912) and SC 81 @ McNeely Rd. (L-183) , to a reduced conflict intersection (RCI). The Reduced Conflict Intersection (RCI) design reduces the total number and overall severity of vehicle-to-vehicle conflict points. Comparing a conventional four-leg intersection to an equivalent RCI design, and accounting for the U-turn locations on both sides of the main intersection, the total number of conflict points is reduced from 32 to 18 - a nearly 50 percent reduction. This intersection was selected for improvement through the Highway Safety Improvement Program (HSIP). This program uses a data- driven strategic approach to identify locations throughout the state with high crash rates or patterns and implements safety enhancements through infrastructure-related improvements. The HSIP project selection requires an engineering study that includes an analysis of the crash data, an assessment of the field conditions, and an evaluation of the effectiveness of all potential countermeasure to ensure maximum safety benefits are obtained for the amount of funds invested. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
