Project Description: This project includes specialized work at 1000, plus or minus, locations throughout the City of Akron Water service area on private property divided among four (4) contracts. The work shall include, but not be limited to excavations in driveways, sidewalks, or tree lawn to expose existing curb boxes and houselines, installing new house lines, curb boxes, connecting the new houseline to the existing service line, removing the old galvanized house line, backfilling the excavations and restoring the driveway, sidewalk, and/or tree lawn. All work for this project will be performed on private property. The contractor(s) shall be responsible for coordinating work and gaining access to private property. The contractor(s) will install new house lines from the curb box into the meter and perform all restoration on private property and in tree lawn where curb box is exposed. The Contractor will be required to coordinate all activities with City of Akron Water Distribution, notify customers of the interruption of their water service and restore the site in a timely manner. Traffic will be maintained as much as possible if necessary. *Locations for each contract to be determined* EPA Goals: 1.3% MBE and 1.0% WBE City of Akron Local Goal: 18% EDGE/DBE/MBE/WBE/SBE/VBE (minimum 3% WBE) Disadvantaged Business (DBE) participation goals (subcontracts, materials, supplies) have been set on this Project for those certified as DBE's in accordance with a federal agency such as the Small Business Administration or the Department of Transportation or by an approved State of Ohio agency. The Unified Certification Program (UCP) administered by the Ohio Department of Transportation (ODOT) can provide necessary DBE certifications. This procurement is subject to the Environmental Protection Agency (EPA) policy of encouraging the participation of small businesses in rural areas (SBRAs). For the purpose of this Project, the Minority Business Enterprise (MBE) Utilization goals shall be defined as contractors and/or subcontractors with MBE's for the minimum amount of 1.3% of the Contract Price; and the Women's Business Enterprise (WBE) Utilization goals shall be defined as contractors and/or subcontractors with WBE's for the minimum amount of 1.0% of the Contract Price. Domestic steel use requirements as specified in Section 153.011 of the Ohio Revised Code apply to this Project. Copies of Section 153.011 of the Ohio Revised Code can be obtained from the Ohio Department of Administrative Services. Except as provided in Section 102.07 of the City of Akron, Construction and Materials Specifications, 2008 Edition, each proposal must be accompanied by a certified check in the sum of 10% of bids on a solvent bank, or a bid bond in like amount, acceptable to the City of Akron, as a guarantee, that if the proposal is accepted, a contract will be entered into. Proposals may be held by City for a period not to exceed one hundred twenty (120) days after the date Proposals are opened for the purpose of reviewing the Proposals and investigating the qualifications of Proposers prior to awarding the Agreement. Except as provided in Section 34.09 of the City's Code of Ordinance, the Proposer to whom the Agreement is awarded will be required to furnish a performance and payment bond in the sum of 100% of the Contract Price for the faithful performance of the contract. The performance and payment bond shall remain in full effect until Final Completion of the Project. The Director of Public Service reserves the right to reject any or all bids, and to waive informalities. NONDISCRIMINATION IN EMPLOYMENT Bidders must use the prepared forms provided therefore which include compliance with Section 34.03 of the Codified Ordinances of the City of Akron, Ohio regarding public contracts.
